CALL TO ORDER: Chairman Kim called the meeting to order at 5:35 p.m. B. ROLL CALL: Present 9- Jaqueline Clermont, Vicki Coletta, Richard Grimes, Donna Kearney, Melvin Kim, Deana Losurdo, Colleen McQuillan, Theresa Sullivan, and Nancy Turner Absent 1- Shannon Greene Robb Also present: Student Commissioners: Vaishnavi Tetali and Kevin Li Staff present: Dawn Portner, Special Events Coordinator; Pam Gallahue, City Clerk C. PUBLIC FORUM: Request for funding Jason Altenbern, Little Friends, requested $25,000 from the returned Christkindlmarket award be reallocated to Little Friends for holiday lighting on the Riverwalk and at the Jaycees Smart Park. Commissioner Grimes entered the meeting at 5:39 p.m. Councilwoman Sullivan entered the meeting at 5:40 p.m. D. OLD BUSINESS: 1. Approve the SECA Commission meeting minutes of March 20, 2019 Attachments: March 20 2019 SECA Commission A motion was made by Commissioner Clermont, seconded by Commissioner Losurdo to approve the meeting minutes of March 20, 2019. The motion carried by the following vote: Aye: 8- Clermont, Coletta, Grimes, Kearney, Kim, Losurdo, McQuillan, Sullivan, and Turner Absent: 1- Greene Robb E. Approve the CY20 SECA Grant Fund and Special Events timeline Attachments: CY20 SECA and Special Event Applications Timeline A motion was made by Commissioner Kearney, seconded by Commissioner Coletta to accept the CY20 SECA and Special Events Application timeline. Aye: 8- Clermont, Coletta, Grimes, Kearney, Kim, Losurdo, McQuillan, Sullivan, and Turner Absent: 1- Greene Robb 2. Discuss and recommend how to reallocate the CY19 funding of $70,000 awarded to Christkindlmarket The Commissioners discussed options on how to reallocate the CY19 funding of $70,000 that is available from the relocation of Christkindlmarket to another city. Portner explained that the Council approved $15,000 of the funding be allocated to City services necessary for the one-time WGN Morning News Block Party on Friday, July 12, 2019. The Commissioners have $55,000 available for reallocation. Several options were discussed including: 1) Fully funding Special Events for a total of $51,804 and applying the remaining balance to the CY19 underspend 2) Funding all Special Events to a 75%-80% level and dividing the remaining funds between ArtSpeaks and the DuPage Children's Museum's Heart in Hand Project under the New Inititatives category. 3) Granting the requested $25,000 to the Little Friends holiday lighting request and applying the remaining balance to the CY19 underspend. A motion was made by McQuillan, seconded by Coletta, to table the decision to the next SECA Commission meeting The motion carried by the following vote: Aye: 8- Clermont, Coletta, Grimes, Kearney, Kim, Losurdo, McQuillan, Sullivan, and Turner Absent: 1- Greene Robb Commissioner Clermont and Pam Gallahue exited the meeting at 6:55 p.m. 3. Discuss and recommend how to reallocate CY20 funding available due to the relocation of significant events The Commissioners discussed several options on how to allocate approximately $300,000 of CY20 funding made available due to the relocation of City of Naperville Page 2 Printed on 1/23/2020 SECA Commission Meeting Minutes July 8, 2019 two significant events. A motion was made by McQuillan, seconded by Coletta, to recommend applying 1/3 of the funding to New Initiatives, applying 1/3 of the funding to expand existing projects, and applying 1/3 of the funding to fulfill projects that were not previously funded. The motion carried by the following vote: Aye: 8- Clermont, Coletta, Grimes, Kearney, Kim, Losurdo, McQuillan, Sullivan, and Turner Absent: 1- Greene Robb F.
