CALL TO ORDER: Chairman Melvin Kim called the meeting to order at 6:01 p.m. B. ROLL CALL: Present 13 - Jaqueline Clermont, Vicki Coletta, Shannon Greene Robb, Richard Grimes, Donna Kearney, Melvin Kim, Deana Losurdo, Colleen McQuillan, Theresa Sullivan, Nancy Turner, Samantha Wigfall, Vaishnavi Tetali, and Megan Mcfadden Absent 1- Natalie Lebron-marines Also present: Dawn Portner, Special Events Coordinator C. PUBLIC FORUM: No speakers under Public Forum D. RECOGNITION: 1. Recognize outgoing SECA Commissioners Colleen McQuillan and Rick Grimes Chairman Kim recognized and thanked out-going Commissioners Colleen McQuillan and Rick Grimes for serving on the SECA Commission for the past six years. Their terms will be ending in May of 2020. Commissioner Kearney entered the meeting at 6:16 p.m. E. OLD BUSINESS: 1. Approve the SECA Commission meeting minutes of October 28, 2019 Commissioner McQuillan made a motion, seconded by Commissioner Grimes to approve the SECA Commission minutes of October 28, 2019. The motion carried by the following vote: Aye: 9- Clermont, Coletta, Greene Robb, Grimes, Kearney, Kim, Losurdo, McQuillan, Sullivan, Turner, Wigfall, Tetali, and Mcfadden 2. Discuss the Calendar Year 2020 SECA Grant Fund application/approval cycle and City of Naperville Page 1 Printed on 9/1/2020 SECA Commission Meeting Minutes February 17, 2020 provide recommendations for Calendar Year 2021 The Commissioners were pleased with the CY20 SECA cycle. They approved of the new meeting schedule of going from three meetings to two meetings. They were also satisfied with the changes staff made to a few of the application questions, which helped them base their allocation recommendations more off the application, as opposed to hearing from the grant applicant. They commented that the process was much more transparent and fairer for all the applicants as opposed to only those who could attend the workshop/meetings. The Commissioners requested if possible to combine the Budget Worksheet with the application for CY21, since there were a few issues downloading the Budget Worksheet when reviewing the application attachments. The Commission also suggested using the same theme ("Come Together") used in CY20, in CY21, but they would like to have further discussion on how to roll the theme out for next year. F. NEW BUSINESS: 1. Initiate discussions regarding the development of a public art strategic plan The SECA Commission discussed the next steps in developing a Public Art working group which included: how many members would be needed, is there a need to hire an outside consultant to review the current public art program and help the City develop a strategic plan for the future of the program and how this program could be funded. Commissioner Robb Greene has been asked to oversee this working group and gave the Commission an overview on how the program can look in the future, based on her research and experience. G.
