CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the COVID-19 pandemic.
The means by which the public may watch, listen, and/or participate in the meeting are described
below.
TO JOIN A MEETING:
The meeting will be conducted using the Zoom Video Conferencing. You do not need to
download any software or create an account to participate.
To login on your computer or iPad:
Click the link to join the webinar [and password if required] provided on this agenda. Once
connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen
and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted.
There will be a few second delay after you are unmuted until your mic will be live. Please identify
yourself for the public record and speak clearly.

For iPhones, use the iPhone one-tap number provided on this agenda.
For telephones, dial one of the numbers provided and join the meeting by using meeting ID [and
password if required] provided on this agenda.

All viewpoints are welcome. Positive comments and constructive criticism are encouraged.
Speakers must refrain from harassing or directing threats or personal attacks at Commissioners,
staff, other speakers or members of the public. Comments made to intentionally disrupt the
meeting may be managed as necessary to maintain appropriate decorum and allow for city
business to be accomplished.

Chairman Kim called the workshop to order at 9:03 a.m.
B. ROLL CALL:

Kim, Deana Losurdo, Theresa Sullivan, Nancy Turner, and Nancy Chen

C. PUBLIC FORUM:
Naveen Michael - Young Naperville Singers - thanked the Commission for their
work and support of the YNS over the years
Jennifer Beroseck - North Central College/Fine and Performing Arts - introduced
herself to the Commission as the new Director of Performing Arts at NCC and
was available for questions.
Adison Glick - Naper Settlement - thanked the Commission for all their work and
support and was available for questions.
Dawn DeSart - Naper Pride - Health and Wellness Fair - discussed the event in
detail and the impact on the community in 2019.
Margie Wolf - Naper Pride Fest - thanked the Commission for their support last
year even though the event had to be canceled due to Covid 19, reviewed the
2021 event in detail and highlighted it will be a two-day event.
Terry O’Dowd - Irish Fest - thanked the Commission for their work and
reviewed the 2021 event.
Brand Bobosky - Century Walk - discussed two projects planned for 2021 and
thanked the Commission for their work.
Michele Clemen - The Salute - discussed the event in detail and that it will be a
three-day event in 2021.
Margaret Jonah - Naperville Chorus - discussed some of the changes for 2021
and thanked the Commission for their past support.
Michael Brown - Soul Fest - discussed the 2021 event and thanked the
Commission for their work.
Tiffany Brackman - J.S. Bach Academy - updated the Commission on the 2019
challenges and changes for 2020 and thanked the Commission for their
continued funding support.
Don Gingold - The Summer Place Theatre - thanked the Commission for their
past support and explained 2019 some challenges.
Kamala Martinez - KidsMatter - thanked the Commission for their work and
support.
Kim White - Naperville Neighbors United - reviewed the new Juneteenth event in
detail and thanked the Commission for their work and support.
Dave Mueller - The Naperville Men’s Glee Club - discussed 2021 changes and

thanked the Commission for their past support and the work they do for the City.
The meeting recessed from 10:04 a.m. - 10:14 a.m.
D. OLD BUSINESS:
Approve the SECA Commission meeting minutes of August 20, 2020
Commissioner Greene Robb made a motion, seconded by Commissioner Coletta
to approve the SECA Commission meeting minutes of August 20, 2020. The
motion carried by the following vote:
Aye: 8- Clermont, Coletta, Greene Robb, Kearney, Kim, Losurdo, Sullivan, Turner, and Chen
Absent: 1- McQuillan
E. NEW BUSINESS:
Review and discuss the CY21 SECA Grant Fund applications
The Commission discussed all applications and had the following specific
questions for staff to ask the organizations:
Century Walk
Printed Word - Since the mural has already been removed two times, how sure
is the organization that the third time will be a permanent move?
New Statue - What would be the subject of the statute - can a
rendering/mock-up be provided? More specific details on what the statute will
look like. Will all the military's branches be represented? Why another WWII
statue?
Simply Vedic and The Alive Center
Is it possible for the two groups work together to produce one event?
Chicago Telangana Association
Has a location been secured for CY21? In the past, it was recommended to try
and secure a location in south Naperville. Is this possible?
It appears from the application this event operates at a loss. If this correct, why
continue with the project? If this is not correct, please provide additional
information to correct this concern.

Where are the events/programs located?

Please provide further explanation on recognizing three influential Hispanic
Individuals.
Naperville Woman’s Club Fine Art Fair
Please share the historical demographics of featured or participating artists who
have been a part of this event in the past three years.
The Commission also discussed the late submission by Little Friends, the date
it was submitted, and the appropriateness of considering an application
submitted past the due date.
A motion was made by Commissioner Greene Robb, seconded by Commissioner
Coletta, to consider reviewing the Little Friends CY2021 SECA Grant Fund
application. The motion failed by the following vote:
Aye: 3- Clermont, Losurdo, and Turner
Nay: 5- Coletta, Greene Robb, Kearney, Kim, and Chen
Absent: 1- McQuillan
F. ADJOURNMENT:
Commissioner Clermont made a motion, seconded by Commissioner Losurdo to
adjourn the SECA Commission workshop of November 14, 2020 at 12:07 p.m. The
motion carried by the following vote:
Aye: 8- Clermont, Coletta, Greene Robb, Kearney, Kim, Losurdo, Sullivan, Turner, and Chen
