Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes SECA Commission Tuesday, April 20, 2021 9:00 AM On Zoom - Open agenda to see cable, phone & streaming options Public Meeting: Public Art Taskforce CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the COVID-19 pandemic. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar [and password if required] provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. CALL TO ORDER: SECA Chairman Melvin Kim called the Exploratory Task Force (ETF) meeting to order at 9:01 a.m. C. PUBLIC FORUM: Mary Lou Wehrli discussed the development of a Public Art program as a worthy goal, that Century Walk should be commended and can be a guiding light due to years of experience, that it would be helpful for Century Walk to provide a deeper understanding of its assets including process, budget vs. expenses, and the long-term commitment to care for art pieces, and that the future could and should look different. OLD BUSINESS: F. NEW BUSINESS: 1. Receive the report out regarding City Council direction and the development of a Public Art program Sullivan and Gallahue explained that the process began in February 2020, the impact of COVID on progress, recapped Council direction, discussed the need for a more complete long-term Public Art program that represents all of Naperville, and a process to: 1) curate art, 2) develop a vision, 3) develop a fair and equitable process for members of the community to contact the City with requests to display public art outside of the annual application cycles, 4) manage art by an independent and diverse group of citizens, and 5) identify potential future funding opportunities for public art. 2. Receive the Aurora Public Art presentation Evans discussed the history of Aurora's Pubic Art program that started in 1969, that the City created a Public Art Department in 1996, how Aurora developed application, solicitation, review processes, the need to consistently review pieces to stay current, and the goal of ensuring the program is diverse and represents all citizens. ETF members discussed the appropriateness of learning from other municipalities, art pieces in Naperville, the history of Century Walk, and funding for an art program. 3. Approve the creation of a Public Art Task Force and set a date to approve members The ETF discussed several different subcommittee ideas including setting a vision for the program, program administration and possible funding opportunities, City-initiated art curation, applicant-initiated art curation for artists to request to display public art outside of the SECA grant process and without the need for funding from the City. Also explained was that the subcommittees would meet outside of the ETF meetings, membership assignments should be such as to not be subject to the Open Meetings Act (OMA), and that members will report recommendations City of Naperville Page 3 Printed on 6/2/2021 SECA Commission Meeting Minutes April 20, 2021 back to the ETF which is subject to OMA regulations. The ETF members agreed to submit questions on the Century Walk Long-range Plan, discuss plan specifics as related to proposed subcommittee topics, and provide subcommittee membership recommendations in May.
