Eagle Street City of Naperville Naperville, IL 60540 Meeting Minutes SECA Commission Tuesday, September 21, 2021 6:00 PM 95th Street Library, Meeting Rooms A&B Exploratory Task Force - Public Art Agenda Introductory Language Due to the COVID-19 pandemic, members of the public attending the meeting may do so subject to compliance with COVID-19 safety protocols, including wearing face coverings at all times while inside City buildings. TO SPEAK LIVE AT THE MEETING: To address the Commission, members of the public may sign up with staff immediately prior to the meeting. PUBLIC ACCOMMODATION: • Any individual who may require an accommodation to participate in the meeting should contact the Community Services Department at (630) 305-5300 by 4 p.m. on September 21. PARTICIPATION GUIDELINES: The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the Naperville Municipal Code. • ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive comments and constructive criticism are encouraged. Speakers must refrain from harassing or directing threats or personal attacks at Commission members, staff, other speakers or members of the public. Comments made to intentionally disrupt the meeting may be managed as necessary to maintain appropriate decorum and allow for city business to be accomplished. • SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes. • IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the meeting. Once your name is called you may identify yourself for the public record and then address remarks to the Commission as a whole. Speak clearly and try to limit remarks directly to the matter under discussion. Speakers are called in the order they sign up. A. ROLL CALL: Present: Judy Brodhead, SECA Chair; Dawn Portner, Special Events Coordinator; Tony Andrews, ETF; Brand Bobosky, ETF; Anna Lankisch, ETF Student Member; Sangeeta Pande, ETF (arrived at 6:10 p.m.); Shannon Greene Robb, ETF (via teleconference) Also Present: Melvin Kim, ETF Program Administration Subcommittee Chair; Sun Kwok, Vision Subcommittee Chair Absent: Theresa Sullivan, SECA Commission-Council Liaison; Debbie Venezia, ETF C. PUBLIC FORUM: No speakers. D. OLD BUSINESS: Review and approve the Exploratory Task Force Meeting Minutes of June 29, 2021 Andrews made a motion, seconded by Greene Robb, to approve the minutes of the May 26, 2021 ETF meeting. The motion passed by the following vote: YES: 5 - Andrews, Brodhead, Greene Robb, Lankisch, and Pande NO: 0 ABSTAIN: 1 - Bobosky E. NEW BUSINESS: Receive the report from the Exploratory Task Force Vision Subcommittee Kwok reported out on the subcommittee's work and three recommendations for an arts program Vision statement: Option 1: To inspire the imagination, promote diversity, and encourage an inclusive community through the arts. Option 2: To promote the creation of public art that enhances our community, reflects the diversity of Naperville residents, and promotes unity and inclusion within our community. Option 3: To inspire the imagination, promote diversity, and celebrate community through the arts. Brodhead suggested that the members review each of the statements in more detail and stated that additional discussion will take place at the next ETF meeting with the goal of reaching consensus on one to present to the City Council in October. Receive the report from the Exploratory Task Force Program Administration Subcommittee Kim reported out on the subcommittee's work, discussed the creation of a Naperville Arts Committee (NAC), its membership composition, and that the NAC will be responsible for managing the new Naperville Arts Program. He also reviewed committee duties, annual Call for Projects, and the need for a process to review requests that are submitted off cycle. He ended the presentation with how the Naperville Arts Program could be funded and how the NAC could partner with other groups like the Downtown Naperville Alliance to facilitate low/no cost projects over the next year. The ETF discussed the NAC membership and stated the importance of having a well balanced committee. The ETF said a goal is to ensure the group had representation from the arts community as well as members with experience in areas such as project management, fundraising, and community relations. Brodhead suggested that the members review the proposal in more detail and stated that additional discussion will take place at the next ETF meeting with the goal of reaching consensus on program design to present to the City Council in October. Bobosky discussed two new Century Walk murals by artist Diosdado "Dodie" Mondero entitled Naperville Sports Notables that are located on the Sullivan's Steakhouse building at 244 S. Main Street. Bobosky also mentioned the Gold Star Families Memorial Monument dedication and groundbreaking scheduled for 2:00 p.m. on Sunday, September 26. F.
