Exploratory Task Force - Public Art
Agenda Introductory Language
Due to the COVID-19 pandemic, members of the public attending the meeting may do so subject
to compliance with COVID-19 safety protocols, including wearing face coverings at all times while
inside City buildings.
TO SPEAK LIVE AT THE MEETING: To address the Commission, members of the public may
sign up with staff immediately prior to the meeting.
PUBLIC ACCOMMODATION:
• Any individual who may require an accommodation to participate in the meeting should contact
the Community Services Department at (630) 305-5300 by 4 p.m. on September 28.
PARTICIPATION GUIDELINES:
The citizen participation guidelines are outlined in 1-5-6-6: - CITIZEN PARTICIPATION of the
Naperville Municipal Code.
• ALL VIEWPOINTS AND OPINIONS WELCOME: All viewpoints are welcome, positive
comments and constructive criticism are encouraged. Speakers must refrain from harassing or
directing threats or personal attacks at Commission members, staff, other speakers or members
of the public. Comments made to intentionally disrupt the meeting may be managed as
necessary to maintain appropriate decorum and allow for city business to be accomplished.
• SPEAKER TIME LIMITS: Speakers must limit their remarks to no more than three minutes.
• IF YOU SIGNED UP TO SPEAK, staff will call your name at the appropriate time during the
meeting. Once your name is called you may identify yourself for the public record and then
address remarks to the Commission as a whole. Speak clearly and try to limit remarks directly to
the matter under discussion. Speakers are called in the order they sign up.

D. OLD BUSINESS:
1. Approve the Exploratory Task Force (ETF) meeting minutes of September 21, 2021
A motion was made by Andrews, seconded by Greene Robb, to approve the
September 21, 2021 ETF meeting minutes.
The motion carried by the following vote:
YES: 7 Andrews, Bobosky, Brodhead, Lankisch, Pande, Greene Robb, Venezia
NO: 0
ABSTAIN: Sullivan
E. NEW BUSINESS:
1. Receive the report from the Exploratory Task Force Arts Curation Subcommittee
Greene Robb reported out on the subcommittee's work and highlighted the
different stages proposed for the Arts Curation process:
Stage 1 - Call for Projects/Artists
Stage 2 - Application Assessment
Stage 3 - Unified Recommendation to the City Council
Stage 4 - Installation ad Implementation
Stage 5 - Program Evaluation
Greene Robb discussed funding future projects, that the Naperville Arts
Committee (NAC) will most likely only be able to approve initiatives for six
months in 2022, that it is best to view the NAC as a "pilot," and the
subcommittee suggested several low/no cost projects such as:
1. Trash Can Beautification Program
2. Utility Box Wrapping Program
3. First Friday's (or another day of the week) in the Downtown
Greene Robb stated the subcommittee discussed how the NAC could get more
artists involved in the future and the need to work together in developing a
program for the City that has clear accountability, a defined process, and
open/transparent communications.
2. Reach consensus on an arts program recommendation to present to the City Council on

October 19, 2021
The ETF reviewed the Subcommittee Read-out presentation and, by
consensus, approved the following recommendations to be presented at the
City Council meeting on October 19, 2021:
Vision of the Public Arts Program:
"To inspire the imagination, promote diversity, and encourage an inclusive
community through arts."
Program Administration:
The composition of the NAC and how the committee would be responsible for
managing the new Naperville Arts program, the duties of the committee, the
need for an annual Call for Projects, a process to review requests that are
submitted outside of the annual application cycle, and how the program could
be funded and possible partnerships with groups like the Downtown Naperville
Alliance to facilitate low/no cost projects in 2022.
Arts Curation process:
Stage 1 - Call for Projects/Artists
Stage 2 - Application Assessment
Stage 3 - Unified Recommendation to the City Council
Stage 4 - Installation ad Implementation
Stage 5 - Program Evaluation
The ETF also agreed that beyond initiating art, the NAC shall have the
responsibility to provide guidance and direction for public art displays initiated by
community members.
