CALL TO ORDER: Chairwoman Brodhead called the meeting to order at 6:04 p.m. B. ROLL CALL: Present 10 - Judith Brodhead, Vasavi Chakka, Nancy Chen, Jaqueline Clermont, Vicki Coletta, Shannon Greene Robb, Donna Kearney, Tom Miers, Theresa Sullivan, and Nancy Turner Commissioner Turner participated via teleconference Also Present: Dawn Portner, Special Events Coordinator and Student Commissioners Rahil Patel and Carol Yin C. PUBLIC FORUM: No speakers for Public Forum D. OLD BUSINESS: Approve the SECA Commission meeting minutes of November 13, 2021 Commissioner Kearney requested the minutes be amended to show she left the meeting of November 13, 2021 at 11:15 a.m. Commissioner Clermont made a motion, seconded by Commissioner Greene Robb to approve the SECA Commission meeting minutes of November 13, 2021 as amended. The motion carried by the following vote: 9-0 Aye: 9- Brodhead, Chakka, Chen, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Abstain: 1- Sullivan E. NEW BUSINESS: Review the CY22 SECA Grant Fund allocations and finalize a Commission recommendation for City Council approval Chairwoman Brodhead proposed that the Commission accept the median average of all the allocation recommendations listed on the CY22 Combined City of Naperville Page 1 Printed on 5/26/2022 SECA Commission Meeting Minutes - Final December 1, 2021 Commissioners Worksheet and, if approved, it would leave a balance of $2,775 to disperse. Commissioners discussed organizations that requested funds for fundraisers, specifically Academy of the Arts Gala and the Alive Center's Color Me Alive event, the definition of a fundraiser, and that this topic should be discussed at the CY22 SECA review meeting. Commissioner Chakka made a motion, seconded by Commissioner Miers to accept the median average of all the recommendations excluding the following projects related to North Central College: Lighting Upgrade, Home for the Holidays in Naperville and Martin Luther King Jr. Day and Black History Month Celebrations. Commissioner Kearney offered an amendment to the motion to also exclude the Academy of the Arts Gala and the Alive Center's Color Me Alive event. Commissioner Chakka accepted the amendment. Commissioner Chakka made a motion, seconded by Commissioner Miers to accept the median average of all the recommendations excluding the following projects related to North Central College: Lighting Upgrade, Home for the Holidays in Naperville and Martin Luther King Jr. Day and Black History Month Celebrations as well as the Academy of the Arts Gala and the Alive Center's Color Me Alive event. Aye: 6- Brodhead, Chakka, Chen, Kearney, Miers, and Turner Nay: 3- Clermont, Coletta, and Greene Robb Abstain: 1- Sullivan A motion was made by Clermont, seconded by Coletta, to remove the Academy of the Arts Gala ($1,889) from the final recommendations, since a majority of the commissioners recommended not funding the project. The motion carried by the following vote: Aye: 9- Brodhead, Chakka, Chen, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Abstain: 1- Sullivan A motion was made by Kearney, seconded by Greene Robb, to remove funding for the Alive Center's Color Me Alive ($1,667) event because SECA does not currently support fundraisers. The motion carried by the following vote: Aye: 9- Brodhead, Chakka, Chen, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Abstain: 1- Sullivan The meeting recessed from 7:24 p.m. - 7:35 p.m. Commissioner Chakka exited the meeting at 7:24 p.m. Chairwoman Brodhead recused herself due to a conflict of interest and left the meeting from 7:35 p.m. - 7:40 p.m. Commissioner Coletta assumed Acting Chair. City of Naperville Page 2 Printed on 5/26/2022 SECA Commission Meeting Minutes - Final December 1, 2021 Review the CY22 SECA Grant Fund allocations and finalize a Commission recommendation for City Council approval A motion was made by Greene Robb, seconded by Clermont, to approve the three items related to North Central College for CY22: Lighting Upgrade, Home for the Holidays in Naperville and Martin Luther King Jr. Day and Black History Month Celebrations. The motion carried by the following vote: Aye: 7- Chen, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Absent: 1- Chakka Abstain: 2- Brodhead, and Sullivan The Commissioners considered the balance of $6,331 resulting from the removal of The Academy of the Arts Gala, the Alive Center's Color Me Alive Fundraiser, and accepting the median average for all projects. A motion was made by Greene Robb, seconded by Kearney, to fully fund the Memorial Day Parade at $29,157. The motion carried by the following vote: Aye: 8- Brodhead, Chen, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Absent: 1- Chakka Abstain: 1- Sullivan Commissioner Chen made a motion to allocate the remaining $3,372 to OPUS. The motion did not receive a second. A motion was made by Miers, seconded by Kearney, to allocate the remaining $3,372 to Naper Pride for Pride Fest. The motion carried by the following vote: Aye: 7- Brodhead, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Nay: 1- Chen Absent: 1- Chakka Abstain: 1- Sullivan A motion was made by Miers, seconded by Coletta, to accept the new allocation recommendations as presented: 1) add $2,959 to the Veterans of Foreign War for the "Memorial Day Parade," 2) add $3,366 to Naper Pride for "Pride Fest - Operations." The motion carried by the following vote: Aye: 7- Brodhead, Clermont, Coletta, Greene Robb, Kearney, Miers, and Turner Nay: 1- Chen Absent: 1- Chakka Abstain: 1- Sullivan A motion was made by Miers, seconded by Coletta, to approve the CY22 SECA Grant Fund Unified Recommendations as amended.
