A. CALL TO ORDER:
Chairwoman Brodhead called the meeting to order at 6:02 p.m.
B. ROLL CALL:
Present 9- Jim Brocato, Judith Brodhead, Nancy Chen, Vicki Coletta, Natalia Dagenhart,
Shannon Greene Robb, Tom Miers, David Scriven-Young, and Arthur Zards
Excused 3- Vasavi Chakka, Rich Gannon, and Theresa Sullivan
Commissioner Brocato joined the meeting via phone.
Also present: Student Representative, Carol Yin; Community Services Director,
Pam Gallahue; Special Events Coordinator, Dawn Portner
Absent: Student Representative, Priya Thachet
C. PUBLIC FORUM:
Becky Simon (Naperville Preservation) gave the Commission an update on the
two CY22 SECA grants awarded for the East Highlands architectural survey
and the Economic and Cultural benefits of Historical Preservation in Naperville.
Victoria Farrell (Naper Settlement) introduced herself to the Commission and
explained she is responsible for submitting the CY23 SECA grants on behalf of
the Naperville Heritage Society and was in the audience to learn more about the
process and SECA.
D. OLD BUSINESS:
1. Approve the SECA Commission meeting minutes of September 13, 2022
Commissioner Scriven-Young made a motion, seconded by Commissioner
Greene Robb to approve the SECA Commission meeting minutes of September
13, 2022. The motion carried by the following vote:
Aye: 9- Brocato, Brodhead, Chen, Coletta, Dagenhart, Greene Robb, Miers, Scriven-Young,
and Zards
Excused: 3- Chakka, Gannon, and Sullivan

E. NEW BUSINESS:
1. Introduction of Student Commissioners
Portner announced that Carol Yin and Priya Thachet have been appointed as
Student Representatives to the Commission.
Yin introduced herself and explained this is her second year on the
Commission.
2. Discuss questions from the September 13, 2022 orientation materials regarding the
CY23 SECA Grant Fund Program application review
Gallahue explained that due to the number of new commissioners, as well as
the addition of a new funding discipline, this meeting was scheduled to provide a
recap of the orientation materials presented on September 13, 2022 and
answer any questions.
Staff fielded inquiries about the SECA application/approval process timeline,
review criteria and factors that may influence a funding recommendation, and
the discretionary funding amount for CY23.
F. ADJOURNMENT:
Commissioner Miers made a motion, seconded by Commissioner Chen to adjourn
the SECA Commission meeting at 7:05 p.m. The motion carried by the following
vote:
