CALL TO ORDER: Chairman Brodhead called the meeting to order at 6:05 PM. B. ROLL CALL: Present 10 - Judith Brodhead, Nancy Chen, Natalia Dagenhart, Rich Gannon, Shannon Greene Robb, Allison Longenbaugh, Tom Miers, Kader Sakkaria, David Scriven-Young, and Arthur Zards Absent 2- Vasavi Chakka, and Lai So Also present: Miranda Barfuss, Community Grants Coordinator; Devina Das, Student Representative; Rafaella Giaquinto, Student Representative C. PUBLIC FORUM: None D. OLD BUSINESS: 1. Approve the SECA Commission meeting minutes of February 21, 2024 Attachments: SECA Commission Meeting Minutes DRAFT 02-21-24 Commissioner Scriven-Young made a motion to approve the SECA Commission meeting minutes of February 21, 2024, seconded by Sakkaria. The motion was approved by unanimous voice vote. E. NEW BUSINESS: 1. Receive a report on the Public Arts Program history Attachments: Review of the Public Arts Program History Barfuss reviewed the history of the Public Arts Program and stated that SECA Commission's current role is to fund public art, following the approved process and procedures. Greene Robb discussed her continuing work with the City Manager's office on developing a public arts council, analysis of best practices from other municipalities, and said the goal is to have a recommendation for City Council by the end of 2024. Commissioners discussed Naperville signage and beautification, legalities of ownership and maintenance of public art, and agreed that any SECA funding committed for public art will go through the process of applying to the Commission. 2. Review the request for $5,000 of public art funding and reach consensus on a funding recommendation Attachments: Public Art Application - OLMEC Statue 041724 Barfuss reviewed the Public Arts Program request of up to $5,000 of the SECA City of Naperville Page 1 Printed on 7/10/2024 SECA Commission Meeting Minutes - Final April 17, 2024 CY24 public art set-aside funding for the temporary placement of an Olmec statue at the corner of Jackson and Eagle Street. Greene Robb suggested considering funding a second Olmec statue in South Naperville. Longenbaugh noted that the 95th Street Library, if chosen as the location, is in Will County and the project is currently only occurring in DuPage County. Barfuss agreed that the idea of renting a second statue would be investigated if funding is approved. Commissioner Greene Robb made a motion to approve up to $5,000 for the Olmec statue at the corner of Jackson and Eagle, seconded by Zards. The motion was approved by unanimous voice vote. Commissioner Zards made a motion to approve an additional $5,000 for a second Olmec statue to be located in South Naperville, seconded by Sakkaria. The motion was approved by unanimous voice vote. F. ADJOURNMENT: Commissioner Miers made a motion to adjourn the SECA Commission meeting of April 17, 2024 at 6:49 PM, seconded by Dagenhart.
