CALL TO ORDER: Chairman Brodhead called the meeting to order at 6:01 PM. B. ROLL CALL: Present 8- Judith Brodhead, Rich Gannon, Shannon Greene Robb, Allison Longenbaugh, Tom Miers, Kader Sakkaria, Lai So, and Arthur Zards Absent 2- Natalia Dagenhart, and David Scriven-Young Commissioner Sakkaria joined the meeting by phone at 6:35 PM. Also present: Miranda Barfuss, Community Grants Coordinator; Nancy Chen, Chinese American Women in Action (CAWA); Tony Andrews, Art of Inclusion; Richard Lo, Artist; Maria DiGioia, DuPage Hispanic Alliance; Shaiska Malca, DuPage Hispanic Alliance C. PUBLIC FORUM: Nancy Chen, representing CAWA, asked the Commission to approve the change-of-scope request from Richard Lo and Art of Inclusion. D. OLD BUSINESS: 1. Approve the SECA Commission meeting minutes of April 15, 2024 Attachments: SECA Minutes 041724 DRAFT Commissioner Greene Robb made a motion to approve the SECA Commission meeting minutes of April 15, 2024, seconded by Gannon. The motion was approved by unanimous voice vote. E. NEW BUSINESS: 1. Approve a change-of-scope request from Alliance of Indian Americans of Naperville Area (AIANA) Attachments: AIANA request to SECA for Naperville Roots Barfuss reviewed AIANA's request to use the funds remaining from the Asian Heritage Fest to implement a "Naperville Roots" speaker event. Commissioners discussed AIANA's event budget and clarified that the group is not requesting additional funding. Commissioner Miers made a motion to approve the change-of-scope request from AIANA, seconded by Greene Robb. The motion was approved by unanimous voice vote. 2. Approve a change-of-scope request from Richard Lo and Art of Inclusion City of Naperville Page 1 Printed on 8/14/2024 SECA Commission Meeting Minutes - Final June 19, 2024 Attachments: Richard Lo and Tony Andrews Change of Scope Request 061724 SECA Commission Meeting for June 19, 2024_Change-of-scope request from Richard Lo and Art of Inclusion - Marilyn Schweitzer Marilyn Schweitzer, resident, submitted the attached email citing the CY23 SECA Manual which states that "works of art selected and implemented pursuant to the Public Arts Program may be placed in, on, or about any public place owned by the City of Naperville by agreement with the art owner" and stating that the change-of-scope application should not have been presented to the Commission because it proposes placing public art on private property. Tony Andrews and Richard Lo presented the change-of-scope request for the funds originally allocated to Lo for a mural at the 95th Street Library. The library is no longer interested in pursuing the mural project due to the timeline. Naperville Park District was previously asked if the 95th Street Community Plaza building could be a location for the mural and they declined due to their public input requirements. Art of Inclusion proposes utilizing the funds for a temporary mural on the east wall of the Sephora store located at 132 W. Jefferson Avenue. The property owner has consented to the project, but has not formalized an agreement. Commissioners discussed whether the funds can be approved for use on private property. Commissioners agreed that because the City Council agenda item approving the creation of the Public Arts Program (File # 22-0572, 05/17/2022) states that "when placing art on private property, an agreement with the owner must be submitted," then private property, with agreement from the property owner, is permissible and does not require City Council approval. Commissioners discussed if they can conditionally approve the change-of-scope request pending agreement from the property owner, the timeline for the project, and expressed concerns about including human images in the mural rather than depicting inclusion in a more abstract or conceptual way. Lo replied that the mural can be painted as late as October and he is flexible on the design of the mural. Andrews stated that an agreement with the property owner will be submitted and that he would like the mural approved as depicted in the change-of-scope request. Chairman Brodhead suggested tabling the item to the July meeting which will be moved up by one week and scheduled for July 10, 2024. Commissioner Zards made a motion to table the item to the July 10, 2024 meeting, seconded by Miers. The motion was approved by unanimous voice vote. 3. Review the request for $5,000 of public art funding from DuPage Hispanic Alliance and reach consensus on a funding recommendation Attachments: DuPage Hispanic Alliance Public Art Request 061724 Maria DiGioia and Shaiska Malca presented their request for $5,000 to fund temporary window murals by Giovanni Arellano at 47 E. Chicago Avenue. City of Naperville Page 2 Printed on 8/14/2024 SECA Commission Meeting Minutes - Final June 19, 2024 Commissioners asked about the timeline for the project and if the property owner has consented. They replied that the artwork would be installed in conjunction with the Latin (Sub)URBAN Art Walk scheduled for July 20, 2024 and be up for approximately three weeks. An agreement with the property owner will be submitted before commencing the project. Commissioner Miers made a motion to approve $5,000 of public art set-aside funding for the DuPage Hispanic Alliance on the condition that an agreement with the property owner be submitted, seconded by Zards. The motion was approved by unanimous voice vote. Zards reported that he met with George Berlin of George Berlin Studios who does art installations using light and interactive art. Barfuss agreed to forward email materials from Zards to Commissioners following the meeting. F. ADJOURNMENT: Commissioner Miers made a motion to adjourn the SECA Commission meeting of June 19, 2024 at 7:30 PM, seconded by So.
