Eagle Street Naperville, IL 60540 Meeting Minutes Wednesday, June 10, 2020 6:30 PM Zoom Sister Cities Commission Sister Cities Commission Meeting Minutes June 10, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person meetings of the City Council and the City’s boards and commissions are not currently practical or prudent due to the Covid-19 pandemic. Accordingly, the Sister Cities Commission meeting scheduled for July 8, 2020 will be conducted remotely. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. CALL TO ORDER: Acting Chairman Shafeek Aboobaker called the meeting to order at 6:30 p.m. Sister Cities opened up the meeting by addressing the challenges that Naperville business have faced due to the loss of business from recent events. The Sister Cities Commission supports our community by a spirit of inclusion and international connections to celebrate our uniqueness and commonalities. B. ROLL CALL: Sister Cities Commission board members present: Tina Cui, Shafeek Abooubaker, Julie Federico, Sophia Luo, Vasavi Chakka, ‘Arista’ Yuqin Wang, Julie Federico, Lance Fuhrer, and Alan Lowe. Staff Present: Rachel Pruneda, Administrative Assistant II, City of Naperville Dawn Portner, Special Events Coordinator, City of Naperville Other persons present: Bill Donofrio C. Discussion on the agreement and letter that authorizes the Sister Cities agreement between the City of Naperville and the City of Cancun The agreement & letter that will be sent to Cancun has been prepared and approved by legal, commission and City Council. Expecting to send the letter to Cancun the week of June 14th via FedEx. E. REPORTS: Approve the Sister Cities Commission minutes of May 13, 2020 A motion was made and seconded to approve the Sister Cities Minutes of May 13, 2020. Motion passed. 1. Treasurer's Report - Julie Frederico The treasurer's report was received and filed. 2. Chairman - Shafeek Aboobaker The business community of Naperville has been hard pressed due to the loss of business from recent events. The Sister Cities Commission supports our community by a spirit of inclusion and international connections to celebrate our uniqueness and commonalities. F. NEW BUSINESS: 1. Dawn Portner, Special Events Coordinator of the City Clerk’s Office will discuss the process for applying for funds under SECA Dawn Porter presented information on the SECA commission and how to submit a proposal for a community event. Points of Interest: · Started in 2004 as 1% tax on food and beverage · The first obligation is to pay down Naperville City’s pension plans for the Fire and Police departments and the maintenance on Riverwalk. · Calendar year 2021 applications will be open at the end of August 2020 · Mandatory meetings are required for all applicants and will start in August 2020 · Register on the SECA website, a 501 is required for registration City of Naperville Page 3 Printed on 10/1/2020 Sister Cities Commission Meeting Minutes June 10, 2020 · A presentation is required to be given to the SECA commission · Your application should ‘speak for itself’! · The City Council reviews applications for final approval On behalf of the board, a special 'thank you' to Dawn for presenting some helpful information to our commission. A motion was made to form a Sub-Committee to work on a SECA proposal for 2021. The motion was seconded and then approved by unanimous vote. The Sub-Committee members are Bill Donofrio, Sophia Luo, Vasavi Chakka, Julie Federico and Shafeek Aboobaker. Note to commission that funds must be funneled through the Sister Cities Foundation.
