Eagle Street Naperville, IL 60540 Meeting Minutes Wednesday, October 14, 2020 6:30 PM Via Zoom Sister Cities Commission Sister Cities Commission Meeting Minutes October 14, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding this Sister Cities Commission meeting remotely. The commissioners and staff participating this meeting will all be different locations in accordance with social distancing guidelines, and steps have been taken to ensure that the Commissioners can hear one another and all discussion and testimony. The public has been provided notice of alternative means of access to the meeting so they are able to contemporaneously hear all discussion, testimony and votes. All votes shall be taken by roll call. The means by which the public may watch, listen, and/or participate in the meeting are described below. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. Discuss holding a Cancun ambulance fundraiser in conjunction with Foundation, Fire Department of Naperville and Board of Fire and Police Commissioners A motion was made to form a Sub-Committee to work on presentations to the City Council on Tuesday Oct 20th. Members are Sophia and Shafeek, and Sami who will work with Student representatives Shruti and Zach to give the presentations to the Council. The motion was approved by a Roll Call vote. Commissioners Lance and Alan with Patty Gustin attended a Zoom call with Cancun to discuss the Ambulance donation and Sister Cities interaction. Cancun Fire Chief Tom Hurtado, Juan Pablo Cancun Public Relations, Naperville Chief Mark Puknaitio. Cancun is very excited to receive more support in their emergency services with the addition of the ambulance. The permits and approval documents are being worked on for the transfer. Suggestion to setup a gofundme account for donations to Sister Cities for projects and events. Also allows the acceptance of anonymous donations and less logistics from members. There may be another opportunity for a donation of a second ambulance at end of 2020. The transportation costs are approximately 15-20K. A motion was made to create a sub-committee to work with the Foundation for creation of a gofundme type account to accept public donations. The members are Alan, Shafeek and Julie. REPORTS: Approve the Sister Cities meeting minutes of September 9, 2020 A motion was made and seconded to approve the minutes. AYES: (7) Lance Fuhrer, Julie Federico, Sophia Luo, ‘Arista’ Yuqin Wang, Shafeek Abubaker, Alan Lowe, Vasavi Chakka NAYS: (0) Motion passed. 1. SECA Submission Update - Lowe & Luo Sophia Luo and Alan Lowe submitted the SECA submission with the help of the Sister Cities Foundation providing the authorization for submitting a request for funding including an authorization letter and tax exempt ID number. 1(a) Budget Proposal submitted to Doug Krieger A 2021 Budget proposal was presented as requested for view from Doug Krieger. 2. Cancun ceremonial unity event 3. Sister Cities Foundation update Sister Cities Foundation Update: Current Members: Patty Lindstrom Chair, Brent Lindstrom co-chair, Randy Russel, Sami Siddiqi, Julie Federico and Alan Lowe. There is a Special Foundation meeting scheduled on Thursday Oct 15th to discuss donation setups. 4. Treasurer's Report - Julie Federico Julie Federico reported that there had been no changes to the Treasurer's report. 5. Rachel will check with Bill Novack and Doug Krieger to see how these requests are handled. Young Artist Event, Shafeek will take on this task. 5 of the 7 Commissioners present said they would like to meet in person. There are several requirements and if there are some Commissioners via Zoom and some in person there will be logistics to work out for viewing the group as one and broadcasting to the public. H.
