Eagle Street Naperville, IL 60540 Meeting Minutes - Final Wednesday, December 9, 2020 6:30 PM On Zoom Due to COVID-19 Sister Cities Commission Sister Cities Commission Meeting Minutes - Final December 9, 2020 CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE: On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows public bodies to temporarily conduct meetings remotely during a state of emergency, subject to certain requirements, including a determination by the head of the public body that an in-person meeting is not practical or prudent. Pursuant to Section 120/7(e) of the Illinois Open Meetings Act, the continuation of the Governor’s disaster proclamation, and Mayor Chirico’s executive order determining that in-person public meetings are not currently practical or prudent because of the Covid-19 pandemic, we are holding December 9, 2020 Sister Cities Commission meeting remotely. TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You do not need to download any software or create an account to participate. To login on your computer or iPad: Click the link to join the webinar, the password is provided on this agenda. Once connected, if you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the Chairman to recognize you. When it is your turn to speak, you will be unmuted. CALL TO ORDER: The meeting was called to order by Alan Lowe. Alan read an opening statement on the conditions for meeting via zoom. B. ROLL CALL: Others Present: Student Representatives: Shruti Panse and Lucy Westake Absent: Zach Wu City Staff: Present: Rachel Pruneda Foundation Member: Patty Lindstrom Present 6- Shafeek Abooubaker, Vasavi Chakka, Julie Federico, James Alan Lowe, Yugin Wang, and Bill Donofrio Absent 4- Lance Fuhrer, Patty Gustin, Sophia Luo, and Peter Foyo C. AWARDS & RECOGNITIONS: 1. Bill Donofrio was appointed to the Sister Cities Commission by Mayor Chirico with his term beginning November 17 through May 30, 2023 D. NEW BUSINESS: 1. Updating the Marketing of Sister Cities Website The Commission will work with Ryan Rey of the Communications department to include a link on the city's site that directs users to the Sister Cities website. 2. Discuss needs for funding the website and setup fees The Naperville City Manager, Doug Krieger advised that Sister Cities funds could be used to build the Sister Cities website and an e-donation option could be included on the Foundation side. A motion was made by Bill and seconded by Julie to approve the use of Sister Cities funds to build a website to promote Sister Cities. Motion passed. SECA submission update - Lowe & Luo The SECA commission approved $10,000.00 dollars for the Cinco de Mayo Festival by Sister Cities. Sister Cities Foundation update 4. Discuss holding a Cancun ambulance fundraiser in conjunction with Foundation, Naperville Fire Department and Board of Fire and Police Commissioners 5. Other Business - Chairman The Pen Pal Project, by Shruti Panse will link the students of Cancun with the students of Naperville. The forum will be ‘written mail’ meaning no social media avenues will be used. We will connect with Cancun’s Commission to have a Special Meeting to establish this project. G. REPORTS: 1. Approval of the minutes A motion was made by Shafeek and seconded by Julie. Motion passes.
