Sister Cities Commission Meeting Minutes - Final February 10, 2021
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and allows
public bodies to temporarily conduct meetings remotely during a state of emergency, subject to
certain requirements, including a determination by the head of the public body that an in-person
meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the COVID-19 pandemic.

A. CALL TO ORDER:
Chairman Fuhrer called the Sister Cities meeting was called to order at 6:35
p.m. Lance read the executive order explaining why we were meeting remotely.
B. ROLL CALL:
Present: Alan Lowe, Shafeek Aboubaker, Bill Donofrio, Lance Fuhrer, Vasavi
Chakka and Stophia Luo. Julie Federico and Arista Wang both joined the
meeting at approximately 7:00 p.m.
Absent: Peter Foyo
Student Reps: Lucy Westlake, Zach Wu and Shruti Pansi
Council Liaison: Councilwoman Patty Gustin

C. PUBLIC FORUM:
There were no speakers under Public Forum.
D. OLD BUSINESS:
Alan announced that the Naperville Municipal Band will be part of the Naperville
Hispanic Festival on September 18th.
We formally changed the name and date of the event to the Naperville Hispanic
Festival which will be held on September 18th.
Alan stated that he will be submitting the special events permits, Naperville Park
District permit to use Central Park.
Mayor Chirico agreed to increasing the amount of funds that are allocated for
Sister Cities. The group agreed that $1,500 was a sufficient amount for 2021.
Rachel Pruneda will circle back to the City Manager and our Finance
Department to take steps to have those funds moved into our budget.
Councilwoman Gustin stated that we are still awaiting the signed agreement to
be returned to us from Mexico. Rachel stated that representatives from Mexico
advised us that they signed the agreement and mailed it back to us. We are still
waiting to receive it.
E. REPORTS:
Approve the Sister Cities minutes of January 13, 2020
The board unanimously moved to pass the minutes of January 13, 2021. Motion
passed.
Foundation Update
Patty Lindstrom discussed new members joining the Foundation.
Website Update
Festival Update
Alan announced that a special meeting will be held in order to discuss the
schedule of events for the festival.
Sophia and Vasavi volunteered to be part of the events sub-committee.

Ambulance Donation Update
Rachel was organizing a special meeting to include Peter Foyo, Councilwoman
Gustin, and Chief Puknaitis and Chief Hurtado to discuss the transportation of

the ambulance. Sister Cities would like to use this opportunity for the promotion
of Sister Cities and some marketing.
Sister Cities Display Case
Shafeek and Alan were going to arrange and update the display case so that we
have items related to Cancun.
Marketing Plan
Commissions were asked to submit profile pictures for the website. All photos
were to be submitted to Ryan in Communications.
We discussed adding a link added to the City's website directing users to the
Foundation website.
Public Relations
1. Donations
The Paypal E Donation button is now available on the Foundation website.
Treasurer's Report
Julie Federico presented the Treasurer's report for January 2021. The report
was filed.
