ROLL CALL: Present: Fischer, Gustin, Howenstine, Melaniphy, Overholt, Preissig Absent: Brown, Meyer, Seeberg C. PUBLIC FORUM: D. REPORTS AND RECOMMENDATIONS: 1. Recommend approval to establish a no parking, stopping, or standing zone between 7:45 a.m.-8:15 a.m. and 2:15 p.m.-2:45 p.m. on the east side of Sleight Street from a point 80' south of North Avenue to a point 80' north of School Street and to establish a line-up lane for student loading zone between 7:45 a.m.-8:15 a.m. and 2:15 p.m.-2:45 p.m. on the west side of Sleight Street from a point 80' south of North Avenue to a point 80' north of School Street. Dunne provided an overview of the proposed parking restriction, explaining that the City had been contacted by Ellsworth Elementary School in order to address a conflict between the school’s arrival/dismissal traffic pattern and the posted parking restrictions on Sleight Street. Dunne stated that the proposed parking restriction would allow the school to maintain its existing traffic operations, as well as ensure that two-way traffic can flow on Sleight Street. Ellsworth School, North Central College, and the property owners on the affected block were all notified of the proposed changes and no objection was received. Fischer asked why the restriction was not extended all the way to North Avenue. Dunne answered that the areas near the intersections do not permit parking in order to maintain clear sight distance of pedestrians and turning vehicles. Gustin questioned if the restrictions, once approved, could be removed if drivers found the signage confusing. Dunne responded that modifications could be brought to TAB again if the future if necessary. Howenstine asked if the signage was in effect year-round. Dunne answered that it is. Howenstine expressed concerns with the clarity of the language for the new signage and that driver confusion may lead to compliance issues. Dunne explained that the new signage will be consistent with signage on the adjacent block and that clarity will be considered when posted the new signs. Dunne responded that, in some circumstances, the City stripes the area adjacent to the driveways in order to provide a visual buffer that will prevent vehicles from parking or queuing in that area. A motion was made by Melaniphy, seconded by Gustin, to recommend approval to establish a no parking, stopping, or standing zone between 7:45 a.m.-8:15 a.m. and 2:15 p.m.-2:45 p.m. on the east side of Sleight Street from a point 80' south of North Avenue to a point 80'north of School Street and to establish a line-up lane for student loading zone between 7:45 a.m.-8:15 a.m. and 2:15 p.m.-2:45 p.m. on the west side of Sleight Street from a point 80' south of North Avenue to a point 80' north of School Street. Recommend approval to rescind stop control and establish a traffic-control signal intersection at 95th Street and Knoch Knolls Road Hynes explained that the new traffic signal at 95th Street and Knoch Knolls Road had recently been turned on. This item is being brought to TAB to clean up the Municipal Code so that it aligns with the current traffic control conditions. Fischer thanked staff for their actions at this intersection to improve safety. Overholt commented that speeds have increased on westbound 95th Street due to the signal. The Board briefly discussed why speeds would increase and Gustin asked if anything could be done by the City. Williams stated that the Police Department will provide extra enforcement at that location. A motion was made by Fischer, seconded by Overholt, to recommend approval to rescind stop control and establish a traffic-control signal intersection at 95th Street and Knoch Knolls Road. Aye: 6 - Fischer, Gustin, Howenstine, Melaniphy, Overholt, Preissig Nay: 0 Police Department Report Commander Williams informed the Board that April is National Distracted Driver Awareness month and that there will be additional enforcement for texting and using social media while driving. The Police Department will be working with driver’s education classes to inform students about the impacts of distracted driving. Williams also shared that the Police Department will be participating in a Safer Naper campaign which includes awareness for bicycle, pedestrian, and motorcycle safety, as well as Scott’s Law. Gustin noted observations of excessive speeding, lack of stop compliance, and lack of awareness of pedestrians in the Westside neighborhood and asked if any measures could be taken while waiting for the neighborhood traffic study to be completed. Dunne responded that staff is aware of these concerns but will not be providing any traffic calming measures presently, since the engineering consultant will be collecting baseline City of Naperville Page 2 Printed on 9/15/2020 Transportation Advisory Board Meeting Minutes April 4, 2019 data in the neighborhood and conditions need to remain unaltered. Preissig shared an announcement from the Park District that patrons should be courteous when parking in neighborhoods adjacent to parks. E. OLD BUSINESS: F. NEW BUSINESS: Preissig requested an update on the 95th Street and Book Road project. Staff responded the project is still awaiting an IDOT environmental approval and that the public hearing for the project is anticipated to take place at the May TAB meeting. G.
