C. PUBLIC FORUM:
Marilyn Schweitzer, 710 S. Charles Ave, Naperville
Ms. Schweitzer expressed several concerns, including traffic impacts due to the planned
development at Garter Road and Washington Street, recommendations from the Zone 11
neighborhood traffic study that have not been implemented, and a lack of new
recommendations or neighborhood meetings to address traffic. Ms. Schweitzer proposed
that TAB could be more proactive in policies, procedures, and staffing levels.
D. REPORTS AND RECOMMENDATIONS:
Police Department Report
1. Approve the minutes of the August 1, 2019 Transportation Advisory Board
meeting
A motion was made by Melaniphy, seconded by Seeberg, to approve the
minutes of the August 1, 2019 Transportation Advisory Board meeting as
submitted and amended.
Ayes: 7 - Brown, Fischer, Gustin, Howenstine, Melaniphy, Preissig,
Seeberg
Nays: 0
2. Approve the recommendation establishing the 2020 and 2021 Annual New
Sidewalk Program.
Dunne gave a presentation on the New Sidewalk Program, the revised selection process,
the results of the property owner surveys, and the locations proposed for construction in
2020 and 2021.
Public Comment:
Aja Jackson, 112 S. Washington St, Naperville
Ms. Jackson expressed support for the Washington Street gap because it would provide

a safe route for pedestrians to cross Washington Street at the traffic signal on Garter
Road.
Bret Warren, 1120 S. Washington St, Naperville
Mr. Warren expressed support for the Washington Street gap; without sidewalk in this
location, it is hazardous for pedestrians and children to cross Washington Street. This
new sidewalk would benefit the commercial businesses by allowing more patrons to visit.
It would also allow students to walk to Naperville Central High School, and provide a
connection to the Pace bus stop.
Mr. Gustin asked if the property owners that back up to the Washington Street gap have
provided feedback. Dunne responded that notification letters were sent to these properties
and no response was received. Mr. Gustin asked if there is enough space to provide
sidewalk that was not adjacent to the roadway and Dunne answered that there is.
Mike McShea, 1156 S. Washington St, Naperville
Mr. McShea expressed support for the Washington Street gap as it would allow residents
to walk to the commercial area on the west side of Washington.
Marc Sweda, 357 S. Sleight St, Naperville
Mr. Sweda expressed support for the Sleight Street gap between Porter and Highland.
Heavy traffic due to cut-through and college events make it unsafe for children to walk or
bike to school.
David Nordsieck, 353 S. Sleight St, Naperville
Mr. Nordsieck expressed support for the Sleight Street gap between Porter and Highland
and requested that the gap be moved up to the 2020 construction list. Many families with
children live on this block and there is a high volume of traffic, including buses. Many
vehicles park on Sleight Street.
Liz Hastings, 325 S. Sleight St, Naperville
Ms. Hastings expressed support for the Sleight Street gap between Porter and Highland.
She noted that there will be increased traffic due to North Central College and requested
that this gap be moved up to the 2020 construction list because of the children currently
walking and biking to school.
Melissa Marte Nordsieck, 353 S. Sleight St, Naperville
Ms. Marte Nordsieck expressed support for the Sleight Street gap between Porter and
Highland. It is unsafe to walk with her children and is requesting that the sidewalk be
constructed in 2020 instead of 2021.
Marilyn Schweitzer, 710 S. Charles Ave, Naperville
Ms. Schweitzer shared her thoughts and insights on sidewalks, the sidewalk program,
and the location selection process. Ms. Schweitzer made several recommendations to
TAB to reevaluate the process.
TAB Discussion:
Seeberg asked for clarification on levels of support, property owner responses, and the
determination of the proposed construction years.
Howenstine inquired about efficiency and cost savings by completing adjacent gap
segments during the same construction period.

Fischer asked about the bidding process regarding alternate locations.
Gustin proposed moving the Wellner Road gap from the 2020 program to the 2021
program and the Sleight Street gap from the 2021 program to the 2020 program. Gustin
also asked why the Olesen Drive gap doesn’t score highly and if it could be included as a
contingency location.
Student member Melaniphy asked if the Wellner Road gap had any nearby pedestrian
generators that would justify it being placed higher on the list.
Fischer asked about the proposed budget amount and the process for location approval if
the budget were to be reduced. Gustin asked how much the budget had been reduce for
the 2018 Sidewalk Program. Preissig asked about alternative funding sources for building
new sidewalk. Gustin and Hynes discussed funding and cost-share for the Sidewalk
Maintenance Program.
The Board discussed the proposed 2020 and 2021 New Sidewalk Program, including
rationale for swapping the Wellner Road gap and the Sleight Street gap.
A motion was made by Gustin, seconded by Melaniphy, to approve the
recommendation establishing the 2020 and 2021 Annual New Sidewalk
Program as amended; moving the Wellner Road gap from Loomis Street
to View Court into the 2021 program and moving the Sleight Street gap
from Highland Avenue to Porter Avenue into the 2020 program.

E. OLD BUSINESS:
Preissig inquired about the 95th Street and Book Road project. Dunne responded that the
City did not receive the Highway Safety Improvement Program funding and would be
seeking alternate funding through the Surface Transportation Program. To align with the
application deadline for that funding, an additional public meeting will be held later in
2020.
Preissig also asked about the Commuter Parking Verification status. Dunne provided
information on the permit verification process, including cancellation numbers. Gustin
asked for staff to elaborate on the rideshare usage with commuter permits.
Howenstine expressed future traffic concerns that are a byproduct of zoning changes,
and what the City is doing to be proactive about development at Washington Street and
Gartner Road. Hynes explained the submittal process and developer requirements
regarding traffic impacts. Hynes stated that the Transportation Department is currently
collecting speed and volume data in the neighborhood.
Seeberg asked if the Zone 11 study would be reviewed by TAB in the future, Hynes
responded that staff would look into that. Seeberg also asked about making information
about the sidewalk program more readily available to the public. Dunne responded that
staff could create a webpage.

Ms. Schweitzer asked TAB how residents should best continue to advocate for the
sidewalk program and sidewalk funding. Gustin shared that City Council members do

watch TAB meeting videos.
Gustin asked for a status on the Westside Neighborhood Traffic Study. Dunne responded
that staff is reviewing the traffic calming toolkit and will bring it to TAB for approval once
review is complete.
Gustin asked if there were plans to do maintenance work, such as cleaning and painting,
at the Route 59 station. Dunne responded that she would check with Public Works.
F. NEW BUSINESS:
Gustin brought up ongoing concerns with semi-trucks parking on Fairway Drive and
asked staff to provide TAB with information on how to address the issue.
Melaniphy expressed concerns with the timing of recent utility work and roadway work
that was done near an elementary school.
G. ADJOURNMENT:
A motion was made by Howenstine, seconded by Melaniphy, to adjourn the
meeting at 8:53 p.m. The motion carried by a unanimous vote.
