Thursday, November 5, 2020 7:00 PM Held on Zoom due to COVID-19
CITY OF NAPERVILLE PUBLIC MEETINGS UPDATE:
On Friday, June 12, 2020, an amendment to the Open Meetings Act was signed into law. This
new law replaces the gubernatorial executive order concerning the Open Meetings Act and
allows public bodies to temporarily conduct meetings remotely during a state of emergency,
subject to certain requirements, including a determination by the head of the public body that an
in-person meeting is not practical or prudent.
On Tuesday, June 16, 2020, Mayor Chirico issued an executive order determining that in-person
meetings of the City Council and the City’s boards and commissions are not currently practical or
prudent due to the Covid-19 pandemic. Accordingly, the Transportation Advisory Board meeting
scheduled for September 3, 2020 will be conducted remotely. The means by which the public
may watch, listen, and/or participate in the meeting are described below.
TO JOIN A MEETING: The meeting will be conducted using the Zoom Video Conferencing. You
do not need to download any software or create an account to participate.

you choose to speak, click the “Raise Hand” button at the bottom of Zoom screen and wait for the
Chairman to recognize you. When it is your turn to speak, you will be unmuted. There will be a few

D. REPORTS AND RECOMMENDATIONS:
1. Approve the minutes of the October 1, 2020 Transportation Advisory Board meeting
A motion was made by Gustin, seconded by Howenstine, approved. The motion
carried by unanimous vote.
Aye: 7- Gustin, Howenstine, Melaniphy, Seeberg, Hurley, Nondorf, and Webb
Absent: 1- Blubaugh

2. Approve the recommendation to establish one-way and two-way stop controls for streets
within the Atwater subdivision
Gustin discloses that he lives in the Atwater subdivision.
A motion was made by Nondorf, seconded by Webb, approved. The motion
carried by unanimous vote.
Aye: 7- Gustin, Howenstine, Melaniphy, Seeberg, Hurley, Nondorf, and Webb
Absent: 1- Blubaugh
Abstain: 1- Brown
3. Approve the recommendation to establish one-way and two-way stop controls for streets
throughout Naperville
Gustin asks if these streets are all new construction.
Prousa clarifies that most of the streets are new construction from the last 5 to
10 years and that staff is cleaning up the municipal code with this ordinance.
A motion was made by Howenstine, seconded by Hurley, approved. The motion
carried by unanimous vote.
Aye: 8- Gustin, Howenstine, Melaniphy, Seeberg, Brown, Hurley, Nondorf, and Webb
Absent: 1- Blubaugh
4. Approve a recommendation to restrict parking on the north and south side of Cantore
Road from Illinois Route 59 to a point 165’ east of the Forgue Drive edge of pavement.
Webb asked if the semis that are parking on the street are associated with any
business in the area.
Tartaglia states that he is not aware that they are.
Hurley asks if the City has a broader ordinance for truck parking and if there is a
place for truck drivers to find information on where they are allowed to park.
Tartaglia states that there is regulations on trucks for parking based on weight.
He also states that there is no guidance available for truck drivers on available
parking throughout the City.
Gustin asks if the proposal includes all parking or just semi-trucks.
Tartaglia clarifies that the restriction includes all vehicles.
Gustin hopes that TAB and City staff can look at truck parking city-wide in the
future to come up with ideas on how to better regulate it.
Scriven-young asks if the semi-trucks are able to safely exit the commercial
developments.

Tartaglia clarifies that the concern was not about the safety of the trucks exiting
the developments but rather the vehicles that were exiting Forgue onto Cantore
and whether they had adequate sight distance to make their movement
because of semi-trucks parking on Cantore.
Seeberg asks if it was considered to extend the parking restriction all the way
up to the homes that are in the neighborhood to the east.
Tartaglia states that it could be extended, TED looked at the traffic request for
sight distance and the restriction that is being proposed was to ensure that
drivers coming onto Cantore from Forgue had the adequate sight distance to
make their movement.
Seeberg agrees with Gustin and Hurley that a broader look needs to be taken
into account when it comes to truck parking across Naperville.
Hurley asks who has the jurisdiction to set the penalties for illegal truck parking
and what is the penalty.
Louden states the amount that is charge for a citation is located in the municipal
code. The City also has a truck permit process that issues fines if the truck
routes are not followed. Louden will send the citation fines to TAB after the
meeting.
Hurley states that the fines may not be high enough to promote drivers from not
parking in the area because they keep coming back.
Louden says that staff will follow up on the fine structure.
Nondorf asks if we have any knowledge if their are multiple vehicles parking and
if we are potentially creating a secondary problem because we are allowing
trucks and vehicles to park farther east from the intersection of Forgue and
Cantore.
Melaniphy asks if we will have enough radius clearance out of the commercial
development to allow deliveries if trucks are parked to the east of the restriction.
Louden states that the area from the restriction zone to the driveway entrance is
about 135 feet. Louden also states that TAB can make a recommendation back
to staff that they can address before bringing this item to City Council.
Seeberg is in favor of a recommendation to staff to have the restriction extend
farther east along Cantore.
Louden states that TAB is more than welcome to make a motion that is different
than what staff has suggested.
Howenstine asks if the residents in the neighborhood would prefer no parking on
the street.
Hurley asks if we can approve the staff recommendation because it is a public

safety issue or if we have to wait a month for staff to bring it back.
Melaniphy asks staff to clarify on the process for making an amendment to the
recommendation and if TAB can do that before the item goes to City Council.
Louden confirms that is correct.
Howenstine asks if the residents in the area have weighed in on the possible
restriction.
Tartaglia clarifies that the residents were not involved in the proposed
recommendation. Staff looked at the request as a line of sight request.
Melaniphy asks if instead of amending the restriction to include the 135 feet to
the driveway to the east, to instead amend the restriction to include 85 more
feet to the east so that residents can use the area for personal parking but
trucks will not be able to fit.
Tartaglia agrees that it is a fair compromise.
Gustin states that he agrees with extending the restriction.
Nondorf asks if this concern is because the trucks are overnight parking or just
parking there for a few minutes before and after a delivery.
Hurley states that when he drives by the area there is always a truck parked in
the area.
Nondorf agrees with Gustin that the restriction should be made to the residential
parcel line.
Gustin moves to approve staff recommendation for no parking along Cantore
Road as shown on the map provided by staff with the addition of an extension of
the parking restriction to the east and the border of the residential properties.
A motion was made by Gustin, seconded by Seeberg, to approve as amended to
establish a No Parking Zone on the north and south side of Cantore Road from
Illinois Route 59 to a point 308 feet east of the Forgue Drive edge of pavement.
Aye: 7- Gustin, Melaniphy, Seeberg, Brown, Hurley, Nondorf, and Webb
Nay: 1- Howenstine
Absent: 1- Blubaugh
E. OLD BUSINESS:
Gustin asks about the public meeting concerning the Westside neighborhood
traffic study.

Prousa explains that the public meeting was on October 29th. KLOA, the traffic
consultant, gave a presentation on the recommendations and findings for the
neighborhood. Public feedback and comments were collected. The
recommendations and findings along with the public feedback will be presented
to TAB at the December 3rd meeting.
Hurley asks about any potential programs that the City has for providing
information to mapping companies concerning speed limit or traffic changes.
Prousa explains that the City looked into the issue and the City does not provide
information to mapping companies but they expect that these companies look at
changes that are made to our traffic schedule in the municipal code.
Hurley states that City should explore options for providing that information to
the mapping companies.
F. NEW BUSINESS:
Gustin mentions that he saw stop signs in Warrenville that flash when vehicles
approach the intersection and he hope the City looks into these in the future.
G. ADJOURNMENT:
A motion was made by Gustin, seconded by Nondorf, to adjourn the meeting at
7:56 p.m. The motion carried by unanimous vote.
