D. REPORTS AND RECOMMENDATIONS:
1. Approve the minutes of the February 4, 2021 Transportation Advisory Board Meeting

A motion was made by Webb, seconded by Hurley, approved. The motion carried
by the following vote:

2. Preview of the 248th Avenue Road Widening Project

Project Engineer Ray Fano made a presentation discussing the 248th widening
project. Fano discussed the three options that are currently being made
available by the project consultant and City staff. Fano also discussed the
existing conditions and what the future conditions may look like based on the
available options.
Melaniphy thanked Fano for the informative presentation and invited TAB
members to ask questions and share their input.
Hurley asked if 248th would remain a minor arterial after the widening project.

Fano says that 248th will still be a minor arterial and that the speed limit could
potentially be evaluated in the future.
Hurley asked if street lights would be included in the project.
Fano states that street lights would be included.
Hurley asked if the City has any studies that show whether or not the flashing
beacons for the pedestrian crossings at 248th and Book help with pedestrians
and bicyclists safely crossing. Would it be possible to have a signal a these
crossings to aid with the safety.
Deputy City Engineer Andy Hynes states that there are traffic signal warrants
that are established based on criteria. The warrants would require significant
pedestrian values to trigger. Hynes states that he believes there are studies but
he does not have that information readily available.
Seeberg asks for clarification on alternative 2 on the turn lane.
Fano states that the medians that are in front of cross streets would go away
for the turn lane when approaching those intersections.
Seeberg comments that the pedestrian crossing makes a lot of sense with the
offset. He also asks about more clarification on the noise walls.
Hynes states that the noise study has been done in draft form and is being
reviewed by IDOT. Hynes states that noise wall warrants include projected
traffic volumes, noise measurements, noise modeling, and distance from the
road to buildings.
Webb asks about a property that may need to be involved in land acquisition.
Fano states that the alternatives for the widening project have different options
for the amount of land that may need to be acquired.
Melaniphy asks if there is any public comment for this item. There is no public
comment for this item. Melaniphy thanks for everyone who participated in the
public open houses that have been held in the past.

3. Approve a recommendation to remove the usage fee of the electric vehicle charging
stations from the municipal code

Project Manager Michael Prousa presents an ordinance that would remove the
usage fee of the electric vehicles from the municipal code.
Webb asks if it will still be a concern that people are parking in the spots too
long.

Prousa states during the time that the chargers were in operation the City did
not have many issues with that problem. Other municipalities that have taken
away the usage fee have also not had many issues with this either. The City will
depend on CSO and Downtown police officers to address any issues that arise.
Prousa also states the updated ordinance will have a disclaimer that the City
could change the usage fee if conditions change.
Hurley asks what the motivation for the City to install the chargers and whether
we have adequate demand for these chargers.
Prousa states that with more vehicles becoming electric, the City wants to
promote the downtown by having charging stations available in that location.
Prousa states that City recognizes that number of electric vehicles will grow in
the coming years.
Melaniphy states the City should look into the impact that these vehicles will
have on our infrastructure in the future. Electric vehicles are not paying into the
motor fuel tax which is what we use for construction projects on our roadways.
Melaniphy states that today this is a good decision to make but we should look
at the broader picture in the future as more electric vehicles are using the
infrastructure that we are providing.
Bruce Jones is the public speaker for this item.
Bruce Jones states that he is a part of the NEST group which is providing the
sustainability plan to City Council. He would like to offer his assistance to staff
and TAB on the electric vehicle charging stations.
Melaniphy thanks the public speaker and calls for a motion.
A motion was made by Howenstine, seconded by Seeberg, approved. The
motion carried by unanimous vote.

E. OLD BUSINESS:
Hurley asks for a follow up on a potential truck study in the City of Naperville.
Hynes that he will have more information at the next meeting as we have new
members and they will need a refresher on the concerns.
Melaniphy states that Greg Gustin has been termed out of TAB and is very
grateful for his service on the board. Melaniphy reads Greg Gustin's prepared
statement for the public record. Gustin states it was his pleasure serving for the
City. Gustin wants to bring up three measures that have been left unresolved,
truck parking, Metra station maintenance agreements, and speed bumps.
Gustin wishes everyone good luck and that it was a pleasure serving with
everyone.

F. NEW BUSINESS:
Seeberg first thanks Greg Gustin for his service. Seeberg asks about
information regarding the crossings at Washington and Royce and Washington
and Ring.
Hynes states that both the traffic signals are under Naperville's jurisdiction. He
states that Naperville has responded to requests in the past for more signage.
Hynes states that a traffic study is always done when these concerns arise and
that staff looks at trends and warrants to see if other measures can be used at
these intersections.
Hurley asks if the City has had discussions about drones regarding safety and
delivery concerns.
Hynes states that he is not sure if the City would have any say on regulations
regarding drones as it could be a FAA issue. Hynes states that he would have to
ask the City Attorney for clarification on the issue.

G. ADJOURNMENT:
A motion was made by Howenstine, seconded by Webb, to adjourn the meeting
at 8:03 p.m. The motion carried by unanimous vote.
