ROLL CALL: Present 6- Mary Howenstine, Scott Hurley, Michael Melaniphy, Inga Orolin, Matthew Seeberg, and James Webb Absent 3- Janet Blubaugh, Michael Brown, and Roger Nondorf C. PUBLIC FORUM: There were no speakers for Public Forum This was closed. D. REPORTS AND RECOMMENDATIONS: 1. Approve the minutes of the September 2, 2021 Transportation Advisory Board meeting Attachments: TAB Minutes September 2 2021 A motion was made by Howenstine, seconded by Seeberg, approved. The motion carried by the following vote: Aye: 6- Howenstine, Hurley, Melaniphy, Orolin, Seeberg, and Webb Absent: 3- Blubaugh, Brown, and Nondorf 2. Approve the 2022 Transportation Advisory Board meeting schedule A motion was made by Webb, seconded by Howenstine, approved. The motion carried by the following vote: Aye: 6- Howenstine, Hurley, Melaniphy, Orolin, Seeberg, and Webb Absent: 3- Blubaugh, Brown, and Nondorf 3. Approve the recommendation to establish one-way and two-way stop controls for streets in the Ashwood Crossing Subdivision Attachments: Ashwood Crossing Right of Way Ordinance Ashwood Crossing Map Project Manager Michael Prousa spoke about the need for traffic control in the Ashwood Crossing Neighborhood as the neighborhood is now fully built out. Prousa states that the signs are already in place and this agenda item is to update the municipal code. A motion was made by Howenstine, seconded by Seeberg, approved. The motion carried by the following vote: Aye: 6- Howenstine, Hurley, Melaniphy, Orolin, Seeberg, and Webb Absent: 3- Blubaugh, Brown, and Nondorf 4. Approve a Recommendation to Establish a 25 MPH Speed Limit for the Ashwood Crossing Subdivision Attachments: Ashwood Crossing Speed Limit Draft Ordinance Ashwood Crossing Map Speed Limit Worksheet Prousa states the need for the streets in the Ashwood Crossing Subdivision to have their speed limits be placed in the Municipal Code. A motion was made by Webb, seconded by Howenstine, approved. The motion carried by the following vote: Aye: 6- Howenstine, Hurley, Melaniphy, Orolin, Seeberg, and Webb Absent: 3- Blubaugh, Brown, and Nondorf 5. Review of existing parking ordinances and approach to on-street truck parking Engineering Manager Andy Hynes stated that City staff have looked truck related issues and have decided to continue reviewing truck parking concerns on an individual basis. Howenstine expressed concerns about truck parking on Maplefield Road and mentions that their could be a better way to handle these issues beside having to call in during the overnight parking restriction. Hurley asked if City staff has researched whether or not their is a way for the City to inform or educate truck drivers on parking restrictions. He also asked if the City has looked into any public private partnership to provide parking. Hynes stated that he did do research but it would be a challenge for staff to target a message to the trucking community on a local level. Hurley had a follow up question on if staff have looked into an idling penalty for trucks that are idling. Hynes states that staff have looked at that in the past in relation to school pick up and drop off locations. City of Naperville Page 2 Printed on 5/22/2023 Transportation Advisory Board Meeting Minutes - Final October 7, 2021 Orlin stated that truck drivers have limited hours and limited areas for parking to wait for shipments. Orlin asks if it is possible to speak with other cities to see if their could be a solution to add areas where trucks could park. Webb does not want the City to get into a solution where the City could be accused for selective enforcement because the overnight parking is for all vehicles. Howenstine does not want to drop the truck concerns and appreciates what the city has done on the other traffic requests. Krakow stated that the police department has a log of 180 overnight parking complaints that they are working through. He stated that you do not need to stay up till 2am to alert PD of an overnight parking vehicle and that if they call PD they will address it that night. This Report was closed. Police Department Report Naperville Police Sergeant Ricky Krakow spoke about a STEP grant from IDOT and how PD will use this grant for specific enforcement regarding safety. Krakow spoke about the child seat safety program that will be coming up in the next few weeks. Krakow spoke about the several fatal crashes that have occurred in the past few months. Several of the crashes are still under investigation and Krakow reminded residents to drive safely on the roadways. This was closed. E. OLD BUSINESS: There was no old business discussed. This was closed. F. NEW BUSINESS: There was no new business discussed. This was closed. G. ADJOURNMENT: A motion was made by Hurley, seconded by Howenstine, to adjorn the meeting at 7:30 p.m. The motion carried by unanimous vote.
