CALL TO ORDER: Chairman Melaniphy called the July 7, 2022 Transportation Advisory Board Meeting to order. This was closed. B. ROLL CALL: This was closed. Present 7- Michael Brown, Mary Howenstine, Suzanne Hart, Scott Hurley, Michael Melaniphy, Inga Orolin, and Matthew Seeberg Absent 2- Janet Blubaugh, and James Webb C. PUBLIC FORUM: There were no public speakers. This was closed. D. REPORTS AND RECOMMENDATIONS: 1. Approve the minutes of the May 5, 2022 Transportation Advisory Board Meeting Attachments: May 5 2022 TAB Minutes A motion was made by Hart, seconded by Brown, approved. The motion carried by the following vote: Aye: 7- Brown, Howenstine, Hart, Hurley, Melaniphy, Orolin, and Seeberg Absent: 2- Blubaugh, and Webb 2. Establish an ordinance to prohibit parking, stopping, and standing along the west side of River Road from the centerline of Aurora Avenue to a point 265’ north of Aurora Avenue Attachments: River Road NO PARKING Survey River Road Ordinance Change Project Engineer Phil Tartaglia explained the reason for the change to the parking boxes. Tartaglia states that the reason is because of the parking box being adjacent to the intersection and the left turn bay. This causes congestion. A motion was made by Hurley, seconded by Howenstine, approved. The motion carried by the following vote: Aye: 7- Brown, Howenstine, Hart, Hurley, Melaniphy, Orolin, and Seeberg Absent: 2- Blubaugh, and Webb 3. Approve a recommendation to revise the student loading zone and the bus loading zone at Washington Junior High School Attachments: Washington Junior High Ordinance WJHS Traffic Control Plan WJHS Principal Letter Project Manager Michael Prousa explains the need for the student loading zone and the bus loading zone to be flipped to decrease potential pedestrian and vehicle conflicts. Melaniphy asks if staff received a letter of support from the principal. Prousa states that staff did receive a letter of support. Hurley asks if staff did studies to ensure that traffic would not be impacted by this change. Prousa states that staff took surveys in the field and found that the typical queue would not impact traffic on Washington. Seeberg asks about the Westside Neighborhood Traffic Study and if that study looked at this situation and whether the study created this situation. Prousa states that the Westside study is done in regards to signage improvements. One of those signage improvements being the all way stop sign at Webster and Spring adjacent to Washington Junior High School. Prousa states that the congestion during the drop off and pick up were not included in the study. Melaniphy asks if moving a crosswalk at Big Rail and Spring was a part of that study. Prousa states that it was and that it will be scrubbed in the coming months as part of the City's resurfacing contract. Melaniphy asks if staff has spoken with the school bus officials about the change. Prousa states that they are on board with the change. The motion carried by the following vote: Aye: 7- Brown, Howenstine, Hart, Hurley, Melaniphy, Orolin, and Seeberg Absent: 2- Blubaugh, and Webb Police Department Report Traffic Sergeant Ricky Krakow talks about a traffic crash that happened on June 18th at 8:00 in the morning at Plainfield Naperville and Gateshead. He states that there was a fatality in the crash and that the investigation has concluded that a medical condition caused the crash. This was closed. E. OLD BUSINESS: There was no old business discussed. F. NEW BUSINESS: Melaniphy states that the joint working group with the Naperville Environmental Sustainability Task Force or NEST has an opening for a TAB member. Hurley gives an overview of the working group, stating that the focus of the group is finding ways to promote the usage of the existing bicycle and pedestrian infrastructure and looking at ways of extending that infrastructure. Howenstine states that she would want to be included on the working group. Melaniphy recognizes the TED group and Police Department for the great work that they are doing. This was closed. G.
