A. CALL TO ORDER:
Chairman Melaniphy called the February 2, 2023 Transportation Advisory Board
Meeting to order.

B. ROLL CALL:
Present 6- Suzanne Hart, Scott Hurley, Michael Melaniphy, Inga Orolin, Matthew Seeberg, and
James Webb
Absent 3- Janet Blubaugh, Michael Brown, and Mary Howenstine

Police Department Report
Sergeant Zook spoke about the data from the grant over the holidays. He then
also spoke about the next grant that will take place during the Super Bowl and
will focus on occupant protection.

A motion was made by Hurley, seconded by Hart, approved. The motion
carried by the following vote:

presentation on eBikes
Tom Craighead from NEST presents an overview of eBike capabilities, benefits,
and concerns to TAB.
Webb asks if other states or municipalities have taken action with ordinances.
Tom Craighead states that the 28 mph eBikes are the first eBikes getting
restrictions and that Naperville is pretty much at the same point as every other
jurisdiction.
Biinkowski asks what the ultimate goal is for eBikes from the presenter.
Tom Craighead states that eBikes are an opportunity for sustainable modes of
transportation and an opportunity for riders that don't typically ride to be able to
ride. He states that there are some concerns that need to be addressed and he
is not trying to promote eBikes but to show the facts about them.
Orolin asks if the eBikes can be used on sidewalks and if that is the case then
they have to share the road with cars.
Tom Craighead states that this is a concern and states that they are able to use
bike trails but only the first 2 classes of eBikes but the 3rd class is not allowed
on trails.
Seeberg asks if trails or roads are designed for eBikes.
Deputy City Engineer Andy Hynes states that the trails are designed based on
design speeds.
Seeberg asks how the park district or IDOT enforce the eBikes on trails.
Tom Craighead states that enforcement would be difficult and that it should be
more about equity and safety.
Melaniphy asks staff if they have done any research into crash history with
eBikes.
Zook states that the department does not track the difference of eBikes to
bicycles. Zook states that there have been casualties for pedestrians but for
bicycles he is not sure.
Melaniphy asks if AASHTO has any designs that might vary because of eBikes
on infrastructure.
Hynes states that he has not seen anything to date but he will do some
research on the matter.
Melaniphy asks staff to monitor best practices for eBike infrastructure and any
updates that might be coming.
Hynes states that staff can come back in the late summer with information

regarding the community survey and any updates they have on eBikes.
Tom Craighead states that TED always engineers roads/trails to standards but
he does not believe that those standards recognize that eBikes are here.
A motion was made by Webb, seconded by Seeberg, received. The
motion carried by the following vote:
Aye: 6- Hart, Hurley, Melaniphy, Orolin, Seeberg, and Webb
Absent: 3- Blubaugh, Brown, and Howenstine
3. Approve the recommendation to establish two-way stop controls at various
uncontrolled intersections throughout Naperville

Project Manager Prousa speaks on the agenda item to the board.
Webb asks what the engineering behind not having traffic control on four way
intersection when it was built.
Hynes states that typically we establish stop controls based on the street
classification from the master thoroughfare plan.
A motion was made by Hart, seconded by Orolin, approved. The motion
carried by the following vote:

E. OLD BUSINESS:
Prousa gives an update on the overnight parking at the Vintage Club at City
Council.
Hynes gives an update on the status of the Washington Street Bridge
