CALL TO ORDER: Chairman Melaniphy called the April 4, 2024 Transportation Advisory Board Meeting to order. B. ROLL CALL: This was closed. C. PUBLIC FORUM: There were no speakers for public forum. D. REPORTS AND RECOMMENDATIONS: Police Department Report There was no Police Department Report. 1. Approve the minutes of the January 4, 2024, Transportation Advisory Board Meeting Prousa gives a presentation on the school parking restrictions agenda items. Melaniphy thanks Prousa for the presentation regarding the school parking restrictions. David Atkins who lives on Fender Road voices his support for the restrictions around Madison Junior High. He references safety and the frequent turn arounds in his driveway. Emailed statements are attached. A motion from Hurley and a second from Orolin opens up debate on agenda items 2 and 3. Student Member Pianetto states that it could be dangerous to have no sidewalk on Victoria Court. City of Naperville Page 1 Printed on 3/19/2025 Transportation Advisory Board Meeting Minutes April 4, 2024 Deputy City Engineer Andy Hynes states that the city has a new sidewalk program that takes public feedback into account. He states that the issue is handled through a separate process. Melaniphy asks staff to make a note that this was discussed at TAB. Hynes states that Victoria Court is one of the few streets that does not have sidewalk on either side of the street. This was discussed a few years ago and the residents were largely opposed to having the sidewalk. Taylor states that their could have been turnover on Victoria Court. She asks if that portion is city owned. Hynes states that that is the case. Taylor mentions an email received from residents on Victoria Court. Prousa states they elected to respond concerning public comment for TAB. Taylor mentions the North Central College signage along Victoria Court. Prousa states that public works places no parking signage on one side of the street throughout that neighborhood for events, Victoria Court has the no parking signs on both sides of the street. Taylor asks if Fender was in support from the residents. Prousa states that yes, it got the support. Melaniphy thanks the residents that weren’t in person for sending letters on their stance. Hurley asks what the weather was during the observations. Prousa states that staff looked at the average day and observations were made from October to January. Hurley states that this would be a great opportunity to give guidance on bad weather days, and secondly addressing bicycle and pedestrian options. Prousa states that the school has several programs, and the school walk route is also getting updated. Melaniphy asks who provides the maps. Krzywinski states that a few schools have student loading zones are not in front of schools. Prousa states that the student loading zones are where the line-up lanes are placed. He states that they will be updated for City Council. Krzywinski asks for clarification at Peterson Elementary School. Prousa states they will also add line up lane arrows to make the maps more clear. Seeberg asks about the order of voting for the agenda items. Melaniphy clarifies the order of voting. Seeberg asks if when it goes to council if the maps could be given beforehand for clarification. He also asks if the signage actually works. Prousa states that it is a mixed bag depending on parents and schools. Prousa states that the signs do a good job at relaying the message. Prousa states that the police department does a great job at reinforcing the signage. Orolin asks about how residents were notified. Prousa states they were notified via letter. Melaniphy asks about the amendment for the agenda item. Prousa would like TAB to amend agenda item 3 to have the Sycamore Drive restriction be just the south side of the street. Approve a recommendation to establish a “School Parking Restrictions” traffic schedule (Item 1 of 2) A motion was made by Webb, seconded by Orolin, approved. Approve a recommendation to add restrictions to the “School Parking Restrictions” traffic schedule (Item 2 of 2) A motion was made by Webb, seconded by Seeberg, approved. The motion carried by the following vote: Aye: 8- Brown, Bruzan Taylor, Hart, Hurley, Krzywinski, Melaniphy, Orolin, Seeberg, and Webb E. OLD BUSINESS: Hynes gives an update on the Washington Street Bridge Replacement. Hynes gives an update on the Commuter Stations. Taylor asks about the lower lot usage. Hynes states that the work from home policies are what has numbers lower. Webb asks about the payment options. Hynes states that it is Kiosk, App and prepaid card. Hynes gives an update on the Washington Streetscape Project This was closed. F. NEW BUSINESS: Krzywinski asks about the new MUTCD. Hynes explains how the City adopts the new MUTCD. Melaniphy thanks Inga Orolin on her service to the board. Orolin speaks on her TAB service. Melaniphy thanks Matt Seeberg on his service to the board. Seeberg speaks on his TAB service. This was closed. G.
