A. CALL TO ORDER:
Chairman Melaniphy called the September 5, 2024 Transportation Advisory
Board Meeting to order.
B. ROLL CALL:
This was closed.
Present 7- Jennifer Bruzan Taylor, Scott Hurley, Alice James, Michael Krzywinski, Michael
Melaniphy, Nigel Neibel, and James Webb
C. PUBLIC FORUM:
Emma Orend spoke on Naperville's Bike and Ped Plan update. She states that
the current timeline is too slow and should be accelerated. She invites TAB
members and the public to a roundtable meeting at the municipal center. The
meeting will be about making Naperville safer for bicyclists and pedestrians.
Melaniphy asks Staff for an update on the Bike and Ped Plan update.
Transportation Manager Michael Prousa states that an RFP will be put out
sometime in late 2024/early 2025. This has been pushed because of staffing
shortages on the Transportation Team.

D. REPORTS AND RECOMMENDATIONS:
Police Department Report
Police Sergeant Derek Zook gave a Police Department Report on the grants
and enforcement initiatives over the past few months and the future.
Melaniphy thanked the Police Department for the veteran wrapped vehicle for
Labor Day.
1. Approve the minutes of the June 6, 2024, Transportation Advisory Board Meeting
A motion was made by Webb, seconded by Neibel, approved. The motion
carried by the following vote:

2. Approve a recommendation to establish a valet parking transfer zone for AltaVida
on Jefferson Avenue
Prousa gives a presentation on AltaVida requesting a valet transfer zone on
Jefferson Avenue east of Washington Street.
Mary Moy-Gregg and Edwin Rios who are representing AltaVida stated the
parking hardship for their patrons and are requesting valet parking for AltaVida.
She mentions that out of town guests do not know the area and where to park.
Mr. Rios mentions that with a new event space, patrons will struggle to park.
Webb asks whether a valet spot was at this location previously and if the spot
had any issues.
Prousa states that in the early 2010s the spot was active and no issues were
observed.
Prousa states that staff would prefer to delay the signage installation until late
October because of the streetscape project on Washington.
Melaniphy states that the board did receive public comment on this item from
Marilyn Schweitzer and those comments will be entered into the minutes as an
attachment.
Councilwoman Bruzan Taylor asks Sergeant Zook about his concerns
regarding the intersection.
Sergeant Zook has concerns about potential back up but he does support the
ordinance. He states that observations should be made.
Councilwoman Bruzan Taylor states that she has concern about the valet spot
and that it creates confusion for vehicles. She also states that 50 percent of our
sales tax are from people that do not live in Naperville. She has not heard that
out of town people have a hard time parking.
James asks what impact this would have on the available parking within the
garages.
Prousa states that sufficient parking is available within the parking garages to
handle this request.
Hurley asks if any reserve parking would be available for the valet parking.
Prousa states that nothing is reserved but they are required to use certain
parking garages.
Krzywinski asks what street the streetscape project is on.
Prousa states the project is on Washington but also impacting the intersection
of Washington and Jefferson.

Krzywinski asks if curb bump outs are apart of the streetscape project.
Prousa states that is not apart of the project on the east side of Washington and
Jefferson.
Krzywinski asks roughly the distance from the valet spots to the intersection.
Prousa states he doesn't have an exact number but it is probably 3 to 4 vehicle
lengths.
Melaniphy asks about the new restaurant on the corner of the intersection and
whether they are open yet.
Prousa states they are not open. He also states that he spoke with the owner of
the restaurant and they have no concerns.
Melaniphy asks if other high end restaurants have valet parking on that block.
Prousa states that they do not, but it is written in the code that other restaurants
can use a shared valet spot.
Melaniphy states that he is worried about the congestion and that this
intersection is very popular. He asks if the owners want the opportunity to
address the social media rumors around the restaurant.
Edwin Rios states that they have addressed the concerns. He states that they
overshot how busy they would be. He states that everyone has been paid.
Edwin Rios states that their neighboring restaurant would be interested in the
valet spot as well.
Krzywinski asks what the process would be for evaluating the parking spot if it
becomes an issue.
Prousa states that Staff would do an evaluation and not renew the yearly
application if an issue was presented.
Melaniphy asks if the application cost covers the signage installation.
Prousa states that it would.
A motion was made by Krzywinski, seconded by James, denied.. The
motion failed by the following vote:
Aye: 3- Hurley, James, and Krzywinski
Nay: 3- Melaniphy, Neibel, and Webb
3. Approve the recommendation to amend the existing valet parking ordinance

Prousa gives a presentation on restricting valet parking on Jefferson Avenue
A motion was made by Hurley, seconded by Webb, approved. The motion
carried by the following vote:
Aye: 6- Hurley, James, Krzywinski, Melaniphy, Neibel, and Webb
4. Approve the recommendation to restrict parking in residential districts
Prousa gives a presentation on the update to the on-street parking ordinance for
vehicles that are overweight.
Webb states that he is happy with the ordinance change.
Councilwoman Bruzan Taylor states that this ordinance should help curb the
issue.
Hurley asks about any type of public outreach that explains where these trucks
can park.
Sergeant Zook states that the vehicles are not authorized to be on the streets
anyway because the residential streets are not truck routes. He states that PD
reaches out to the companies to try and get compliance. He states that the
residential streets are not meant to handle the weight of the vehicles. He states
that the drivers should reach out to the big box stores for permission.
Melaniphy asks what the plate is.
Sergeant Zook states that it does not impact personal vehicles like pick-ups but
it does impact the semi-trailers.
A motion was made by James, seconded by Krzywinski, approved. The
motion carried by the following vote:
Aye: 6- Hurley, James, Krzywinski, Melaniphy, Neibel, and Webb
E. OLD BUSINESS:
Engineering Manager Andy Hynes gives a presentation on the projects going on
in Naperville.
Melaniphy asks Hynes about the 248th Avenue expansion.
Hynes gives an update on the project and the current plan is to start
construction in 2026.
Melaniphy asks Sergeant Zook about the school year starting.
Sergeant Zook states that overall the school zones are working well but that
parents should remind themselves of the traffic control plans.

members will be joining shortly.

A motion was made by Webb, seconded by Krzywinski, to adjourn the
Transportation Advisory Board Meeting at 7:52 p.m. The motion carried by the
following vote:
