The City is in the process of converting from the current ADMINS financial system to a new Lawson Software System. Given the migration of financial systems within fiscal year 2012, it is important to maintain the services from the incumbent external auditor - Melanson Heath & Company for continuity purposes. We are seeking your approval to extend the contract for one year with an option to renew for an additional year pursuant to NRO § 5-84 (A) (7), "Purchases under extensions of contracts when no price increase exceeds 10% per year'. The award is contingent pursuant to NRO § 5-74 (B) which states that a contract that extends from the current fiscal year into succeeding fiscal year(s) in which no funds have been appropriated nor otherwise designated for this purpose shall be approved by the full Board of Aldermen before the contract shall become binding on the City. This award was approved by the Board of Public Works on April 19,2012 and by the Finance Committee during the May 2,2012 meeting. I am also requesting that the provision of NRO § 5-90 (F) regarding the reconsideration period be waived due to the need to begin this work as soon as possible. Attached please find Purchasing Manager's Memo #12-138 regarding this project. 229 Main Street • PO Box 2019 • Nashua, NH 03061-2019 603.589.3260 • fax 603.594.3450 • NashuaMayor@NashuaNH.gov City of Nashua Central Purchasing 229 Main Street Nashua NH 03060 603-589-3330 Fax: 603-589-3344 April 23, 2012 Memo #12-138 TO: MAYOR LOZEAU FINANCE COMMITTEE SUBJECT: CONTRACT AWARD FOR DEWATERING AND GRIT SYSTEM UPGRADE PROJECT CONSTRUCTION PHASE REQUESTED BY DPW ENGINEERING (VALUE: $4,463,101) ACCOUNT: 792-01310-3797 CONSTRUCTION PHASE - SLUDGE DEWATERING ACCOUNT BALANCE REMAINING AFTER PURCHASE: $612,030 The 23-year old sludge dewatering system and the 30-year old grit system at the Nashua Wastewater Treatment Facility are beyond their useful lives and are in need of a complete overhaul. In addition, the original manufacturers of the various components of the grit system are no longer in business making it extremely difficult to find replacement parts. In January 2010, Wright-Pierce began the design work. The City hired consultant Wright-Pierce for the design. The various components of the sludge dewatering system includes 3 new inclined presses to replace the antiquated belt filter presses, new sludge pumps, polymer pumps, renovation of the dewatering building odor control system, HVAC upgrades, electrical upgrades, improvements to the mixing in the secondary anaerobic digester, along with other minor upgrades. These improvements will provide a higher solids (drier) sludge content, lower trucking costs of the sludge, energy efficiency using modern equipment, optimization of the secondary digester storage capacity by mixing its contents which will further improve the methane production to be utilized in the plant's cogeneration system. The grit system upgrades include a complete overhaul of most of the equipment in the grit building including blowers, aeration piping and improvements to the mixing in the grit chambers, electrical upgrades and a new grit chamber slide gate. Bids were advertised in the Nashua Telegraph and information for bidders was posted on the City's web- site under reference document IFB0378-041012. A total of thirteen (13) prime contractors were present at the mandatory pre-bid conference. Seven (7) bids were received and opened on April 10th with results shown on the attached bid tabulation #11639B. A copy of the low bid by item is also attached. The recommendation is to award the project to the lowest responsive and responsible bidder of the total combined bid price including all options. References for T-Buck Construction have been checked and found to be satisfactory. Based upon the submitted bids and available funds, we recommend awarding this contract to the low bidder in the amount on $4,463,101. Contract documents including plans and specifications are available for review in the Aldermanic Office. Both our Risk Management and Legal Departments have been sent the proposed construction contract for their review, which is in the same format as past contracts they have approved. Pursuant to NRO § 5-90 (E), approval by the Finance Committee of a contract award in excess of $1,000,000 shall be submitted to the full Board of Aldermen at its next regularly scheduled meeting for final approval prior to award of the contract. The City Engineer's Office, Board of Public Works (April 19, 2012 meeting) and this Office recommend awarding the contract in the amount of $4,463,101 to low bidder T-Buck Construction, Auburn, ME.
