A regular meeting of the Board of Aldermen was held Tuesday, May 22, 2012, at 7:30 p.m. in the
Aldermanic Chamber.
President Brian S. McCarthy presided; Deputy City Clerk Patricia Piecuch recorded.
Prayer was offered by Deputy City Clerk Patricia Piecuch; Alderman-at-Large Lori Wilshire led in the Pledge
to the Flag.
The roll call was taken with 14 members of the Board of Aldermen present; Alderman Vitale was not in
attendance.
Her Honor Mayor Donnalee Lozeau and Deputy Corporation Counsel Stephen M. Bennett were also in
attendance.
REMARKS BY THE MAYOR
I would like to take a moment this evening to ask the Board to consider leaving on the table the Resolution
relative to purchasing the land on West Hollis Street. As you know, many questions have come up in our
discussions and deliberations and one of those has been questions surrounding the environmental
problems on the site which I had mentioned there was a DES file on it and we are looking at that. I would
hope that the Board could consider leaving it on the table until I can get that other information that some of
the member’s have requested.
I also wanted to take a moment tonight to mention the Resolution relative to naming the fields at Roby Park
the Jeff Morin Fields. I wanted to say that it’s really with a heavy heart that we do something like that when
we’ve lost a young person in our community some years ago whose family has been very generous to our
community over the years and has decided at this point in time to contribute a significant amount of money
for projects or items or opportunities that come up for the Park Rec Department and are looking forward to
naming these fields after their son and I would hope the Board can support that.

Stacie Laughton, 11 Cottage Ave., No. 2, Nashua. I’m speaking tonight in regards to the item that was
discussed in the last Board of Aldermen meeting, Resolution R-12-20. One thing as I said last time, it’s not
a high enough priority for the city to purchase this land. Don’t get me wrong. I should have clarified the last
time. I don’t think this is necessarily a bad idea. I just don’t think at this time we need to expend this kind of
money for this project so I recommend that you pull it and you postpone it indefinitely. That’s just how I
feel. I know other people might feel differently, but that’s how I feel.
My next thing I wanted to talk about was O-12-12, amending the ordinances regarding signs and handbills
at polling places. I don’t really have anything bad to say on that. All I want to say is because I am a polling
working. I’m a selectmen in the city. I would just like to actually see what it is that the in’s and out’s of this
resolution because if it is passed, myself and other people that work on Election Day will need to know this
and possibly enforce whatever it might be. I’m kind of confused on it. That’s why I’m just asking if
somebody could get me the details of this proposed ordinance. That’s all. Thank you.
Tracy H. Dye, 170 Concord Street, Nashua. Good evening, Mayor and Aldermen. Thank you. I’d like to
speak about R-12-20. I agree with the speaker before me that it could be postponed. I think better served
as using that money to hire more teachers. Education obviously is our future for our children. If we could
do a little more researching to hiring more teachers and postponing the land deal, I think that would be
better served the City of Nashua. Thank you.
Mike Gallagher, 9 Old Coach Road, Nashua. Also in regards to R-12-20, I was before you the last meeting.
I do not support this. I still do not. I agree with Alderman Deane. At the end of the meeting last, he made a
comment that he felt that it was a good meeting. There was a lot of discussion. A lot of open debate. And
I think that the public appreciates that happening and being able to see it all happen. The one point that I
took away from it that I felt was pretty important was that five out of the six aldermen-at-large voted against
it. Each of the ward aldermen responsible for a geographic section of the city, their constituents, paving,
road signs, those types of things, the alderman-at-large receive four-year terms to be more strategic, more

planning minded. So to me it spoke volumes that again the majority, the vast majority of the aldermen-at-
large did not support this project. So I would encourage that.
In regard to some of the money being sent back to the employees for the union contracts, I’m very
interested to watch this and see kind of what happens from it. I’ve supported the mayor 100% when she
asked the unions to pay more from the form of a contribution as well as in the plan design. So I don’t know
enough about it to support it, but I do know that the unions that have not agreed to it yet should. And that’s

I’m here tonight to talk about the purchase of the three parcels of land adjacent to the landfill. And if you
don’t mind, I’d like to read what I would like to say. I attended the Trestle Brook Crime Watch meeting on
March 15. The Mayor was there and Alderman Tabacsko was there. I listened to the Mayor as she wanted
to speak to us directly. She did not want the Trestle Brook community to read about this in the newspaper.
The Mayor explained that the city had an agreed price to purchase the parcels of land adjacent to the
landfill. This purchase was to house all of the city’s vehicles. It was explained that currently they are
spread throughout the city, and this was an opportunity to house everything together. The mayor went on
to describe the plan for the property to us and described an L-shaped building which would be built on the
property with trees and such as a buffer towards the day care center.
Although she did not have an architectural plan to present to us, Alderman Tabacsko did have a large plot
plan that was displayed. The mayor described the L-shaped building sitting back off of the road. Offices
facing the road with the L of the building in the back, in the rear, garaging the vehicles. Also talked about a
car wash for the trucks. Something that the city currently doesn’t have.
I asked a few questions. How many trucks would be housed there. No one knew exactly how many trucks
but did agree that they would be dump trucks, sanders, tree removal vehicles. In a word, we’re talking
about a fleet of vehicles. One of my neighbors asked if the sand would be housed there as well for the
roads in the winter. The Mayor said the sand would be housed elsewhere.
The Mayor also went on to tell us that there could be a possible traffic study to monitor the traffic and the
times of day in order to evaluate whether or not a possibility of a traffic light at the entrance to the landfill. I
don’t even know what a traffic light costs, and I’m wondering if that’s part of the original agreed price.
At the Trestle Brook meeting on March 15, the Mayor mentioned that Trestle Brook would only have to be
concerned with the traffic on Monday through Friday and only in the morning when the trucks were leaving
and in the evening when the trucks were returning. No one can predict that, and no one can predict when
there will be a snow storm and the Trestle Brook and surrounding communities will be listening to those
trucks power up any day or night. And we’re not talking about one or two trucks. This is a fleet of vehicles.
We’re already bothered with the news from the landfill and quite honestly there are times when it keeps me
up at night.
The Mayor also said that if the land was purchased tomorrow that it would take at least two years before
construction would begin. I left the meeting that night convinced that this was going to happen. There was
an article in the Nashua Telegraph the following day explaining how this was rolled out to the Trestle Brook
community and that everyone was okay with it. I’d like to know who that reporter was and if that reporter is
here tonight, who did they speak to at the Trestle Brook community because no one in Trestle Brook that I
spoke to is okay with this.
I’m sorry that I missed your meeting of May 8. My son was married on May 11 and I had a commitment
that night, but I was able to get home in time to watch the meeting on cable. I listened to arguments that
this was an opportunity to purchase the adjacent parcels of land and that the city may never get this

opportunity again, that this is something that should be addressed now before this opportunity is gone. But
also mentioned was that these parcels are not sellable. And if that’s the case, that land isn’t going
anywhere.
The Mayor mentioned during the May 8 meeting that the land is contaminated as a result of petroleum
contamination and it is not contamination leaking from the landfill. Do you want this to be the city’s
problem? Does anyone know what the cost is of clean up? Has anyone even bothered to look into that?
Is it part of the original purchase price or is it part of this estimated $15 million? The land purchase is
snowballing. At this point no one knows exactly how much the parcels of land are going to cost. And
compared to what the aftermath expenses could be, the purchase price could be chump change.
Another comment made at the May 8 meeting was that the land should be purchased now because this
opportunity won’t come along again. This opportunity is going to be here this year, next year and year
after. With regard to purchasing the parcels and enhancing the entrance to the landfill, a couple of people
mentioned at the May 8 meeting that they are not experiencing problems getting in and out of the landfill.
That’s true. The problem is the side streets. You cannot get in and out of the side streets on either side of
West Hollis. If you put up a traffic light in front of the landfill and you have traffic waiting in line, waiting for
that light to change, no one on the side streets has a chance of getting in and out.
Someone at the May 8 meeting brought up that we should not spend this money on land at this time when
there were cutbacks in the police department, fire department and the schools. That’s a large amount of
money that could improve our schools, and I believe that’s a good of spending the money. Someone else
said we should not compare this issue against others. That purchasing this property shouldn’t be weighed
against police, fire or schools. And I disagree.
I ask you to think about this on a smaller scale. Take your own personal budget. If you had to cut back on
car repairs, would you make an unnecessary purchase of earrings or maybe golf clubs? Probably not.
You’d probably have your car repaired because you know your personal priorities. And purchasing this
parcel of land is the same thing. It’s not necessary to spend huge amounts of money. We all know the
expression: “Don’t fix something that ain’t broke.”
I don’t feel that this has been thoroughly discussed. I don’t feel all the facts have been placed for everyone
to think about, and I don’t think it’s been thought thoroughly. I believe that some of you are in a big hurry to
purchase this land, and I don’t know why. Look around that area. It’s all residential, and I don’t believe that
there are enough pros to make this expensive purchase. No one knows when this will stop. We don’t know
about the contamination of the land. We don’t know the expense. Does anyone know what it costs? I
don’t think. So I’m asking you if you would please reconsider and table purchasing the land adjacent to the
landfill.
Another thing I don’t know if anyone has thought about, but if you’re putting a fleet of vehicles at the landfill,
you’ve taken all the vehicles from the city and you’ve now housed them in the southern most part of the
city. So I’m asking you to reconsider, and I thank you for listening.

As I understand it, the give was for some of the health care concessions and also the amount of the raise
that these people got. It is higher than some of the other unions but this bargaining unit is the lowest paid of
any in the schools. The contract I feel is very fair. The Board of Education feels it is fair as does the
negotiating committee that negotiated it feels it’s fair.

normal process without any problems. My questions have been answered pertaining to the zoning and we
finally figured out the $12 - $14/square foot, that was figured out. I wish the trustees and the future tenant
well in their occupancy of the Hunt Building. Thank you.

Open letter to Alderman McCarthy. Dear Alderman McCarthy, Nobody should have to suffer because of a
city error. The legal department on the City of Nashua website has the “legal department does not handle
private matters.” Our problem. Building permits were approved in error by building inspectors who were our
public servants. Then how can our problem be a private matter when it is caused by public servants?

Stacie Laughton, 11 Cottage Ave., No. 2, Nashua. I just wanted to real quick touch base on one issue that I
brought up in a previous meeting, and I’ve discussed with the mayor once. I don’t necessarily think that the
Mayor is being malicious and being heartless when she’s going through this process of possibility taking out
the Bronstein Apartments. I understand from what you’ve said to me in the past, you’ve had experience in
this matter. My only concern is just that there are a lot of things that some people don’t see. Recently I
went to a meeting with the Granite State Organizing Project which I know the mayor discussed, had a
private meeting with them yesterday. I hope that that had given the Mayor some good insight as to what’s
going on. I also just recommend that maybe members of the Board, especially Alderman Craffey and
members of the board that’s at-large, go and meet with them and see what you can gather from them
because in my opinion, I don’t think the Bronstein Apartments should be torn down. That’s just my opinion.
I understand others, again, differ with that, but that’s my opinion and I’m going to stand firm to that. And the
people there that I had met that night know that I stand firm on their half. I’m standing with them on their
concerns and I hope that the board reaches out to them and talks to them as well.

I also wanted to mention Saturday was a great event that the Department of Public Works put on. I was
able to go with my running mate and also my campaign manager, Lisa Laughton. I thought from the trolley
ride that went throughout the city, I learned a lot about all the public works facilities. I heard that in the past
it had been held here at city hall and to expand it the way you did was excellent. I think it was very
educational for people of all ages, and I hope that given whatever you discuss for money in future years that
you might be able to consider putting that on again.
Other things I wanted to mention. Yes. On June 64th at 1:00 p.m., I plan on having a town hall press
conference immediately following me filing the paperwork for my candidacy for state rep. I invite the board
of aldermen. Well members of the board. I know you probably can’t form a full quorum out front but I am
going to have a town hall press conference immediately following my filing the paperwork for state rep in
ward 4 district 23. I also invite members of the board, the mayor, anyone here to meet with me one-on-one
to give me your feedback as to what you see our major concerns with the city, whether it be rail, whatever it
might. I want to know because I want to be a proper advocate for the City of Nashua if elected as a state
representative. I always want you to know that if you have a concern for me at any time during my time
running or if I’m elected, my phone is always on. I’m open to listening to everyone’s concerns. It’s not just
about the people. It’s also about the people that have been elected by the people. And you know, I’m willing
to discuss any matter and learn from you and learn from residents so I can be a proper voice if elected as a

She’s back again. Tonight I just want to say hi, hello, greetings from Parcel F. The wonderful place where
we had rumblings all day long and it vibrates from 7 o’clock in the morning till late at night. And it’s just
fabulous. What can I tell ya? I really appreciate Mr. Slattery being there and by the way, is there any way
we can get the lease to the bog? At least that one part we could save as far as conservation is concerned?
I remember the last aldermen meeting I was watching from home and there was a lot of concern about
money being diverted, conservation. We could really use that folks. We could really use that in the City of
Nashua. If we want to move forward, we can’t step back. The way we’re stepping back is we’re buying and
selling property, building it up and up and up and what’s going to happen in the future? What’s going to
happen to the rest of our conservation? What’s going to happen to our water? If the retention pond goes in
there and it overflows, goes into the bog, it’s going to go underneath an aqueduct which is under
Pennichuck and it’s going to go into our water. So, greetings from Parcel F. Thank you, ladies and
gentlemen and you all have a good night.

Very busy weekend, and I would like to first thank the Department of Public Works who worked really hard on
Saturday to put on as another speaker had mentioned a really good presentation that was aimed at all age
levels. The children really learned a lot. There was a lot of hands on demonstrations that really illustrated
what it is that public works does that impacts people on a daily basis that they maybe don’t see and they really
did a great job. I’d like to commend them for doing that.
Additionally we were up very early on Saturday because the Big Day of Serving came to French Hill. The
mayor went with me at 7:30 a.m. on Saturday to be greeted by 500 people who worked hard all day on 23
projects throughout French Hill and at Mt. Pleasant School to do revitalization, beautification, installation of
some playground equipment at Mt. Pleasant. I would just like to thank the leaders, the volunteers and the
participants and all the people who donated time, materials and various other resources. I’ve been driving
around and notices a really nice difference, and I’d like to thank everybody for that.

Wednesday, June 6, 2012, at Overlook Country Club is the annual PAL golf classic. Once again food will be
by Texas Roadhouse. It’s an 8:30 a.m. shotgun start followed by lunch. Everybody’s out of there by 2:00 –
2:30 which is good because June 6th is also Taste of Downtown. So I hope everybody gets a chance to do
both. But I just wanted to make sure everybody was aware of it. I’ve got brochures that I’m going to put in all
of your inboxes so I would invite all of my colleagues to join. There’s a few of us that have already purchased
T signs. For a mere $75 you can have your name out on the golf course, and we would be more than happy
to accept a donation and put a sign out for you. So if you need more of these pamphlets or need any further
information, please feel free to contact me. Thank you.

Just real quickly the two ordinances that were introduced tonight, the one on the yield signs and the one at the
Charlotte Avenue School are both safety issues brought up by people in the neighborhood. We’ve looked at
the short term lease cost alternative and we’ll be talking about that at Infrastructure.

Thank you. I just wanted to mention that the Club National will be holding its 13th Annual Golf Tournament on
Thursday, June 28, at Souhegan Woods to benefit Nashua Children’s Home. I have sponsorships available
also. I’ll give you a few weeks and then I’ll start pushing, Alderman Tabacsko. Just kidding. But that is a good
opportunity for a good cause as is PAL. There’s a crime watch meeting tomorrow night at 6:30 p.m. at the
East Hollis Street Dunkin Donuts for the East Hollis Street area. I encourage everyone who lives near it to
attend. I also want to plug the Taste of Downtown on June 6 from 6:00 – 8:30 p.m. It’s always a great event
put on by GAD and hope to see you all there.

Mr. President, I had a question. Maybe the mayor can help. The intersection at East Hollis and C Street is
that done? I thought there was suppose to be a crosswalk signal. I know the ballads have been moved out
because of the proximity where the store was but is that project completed? Do you know off hand? It started
long before you were mayor. It started when Alderman Wilshire was Ward 7 Alderman Cardin some seven or
eight years ago. It just seems like I don’t know what happened, but I was going by there the other day and
they had moved the ballads out. First the ballads were out too far and I don’t think the plow truck could
negotiate the corner and then where the store was and everything and they moved all that. They moved the
curb, but I was under the understanding that there was supposed to be, I think there was money appropriated
to put up a pedestrian signal there. I’m almost positive there was. And I don’t know what’s happened since.
I’m not asking you to answer that tonight, but could you find out and let us know? Thank you.

that replaces the warrant. I believe we’re scheduling that for June 5th. Is that correct?
