I am requesting the Board of Aldermen's concurrence and approval for the award of
the 2013 Miscellaneous Sewerage Improvements contract in the amount of $1,645,984
to Park Construction, pursuant to NRO § 5-90 (E). This award was approved by the
Board of Public Works on April 11,2013 and by the Finance Committee during the May
1,2013 meeting. I am also requesting that the provision of NRO § 5-90 (F) regarding the
reconsideration period be waived due to the need to begin this work as soon as
possible.

SUBJECT: CONTRACT AWARD FOR MISCELLANEOUS SEWERAGE IMPROVEMENTS
REQUESTED BY PUBLIC WORKS ENGINEERING (VALUE: $1,645,984)

ACTIVITY DESCRIPTION: SEWER REHAB AND SEWER STRUCTURES
The 2013 Sewer Replacement Project continues to address falling sewers - those with repeated
sinkholes and worn-out bottoms. This project will occur on five streets consisting of approximately 780
linear feet of sewer main on Franklin Street, 535 feet on Park/Court Streets, 300 feet on Middle Street,
835 feet on Mulberry Street, and 720 feet on Northeastern Boulevard along with 650 feet of drain pipe
lining. This work also includes, but not limited to, new manholes, connections to catch basins and
building sewers, coordination with utility companies (water and gas), full width pavement restoration,
disposal of excess material and maintenance of traffic.
As it is in the best interest of the City to have all of the deep excavations (sewer, drain and water)
performed by one contractor, bidders were required to submit bids on both the City's sewer contract and
Pennichuck's water main improvements in the project area. The contract is being awarded to the bidder
that is designated as the lowest responsive and responsible bidder of the total combined bid price of both
contracts as has been done in several previous combined similar projects. It is the intent of this effort to
minimize disturbances and disruptions and centralize construction activities via coordination efforts of one
prime contractor.
Bids were solicited from thirteen (13) firms and information for bidders was posted on the City's web-site
under reference document IFB0779-032813. A total of fifteen individuals representing 8 firms and utilities,
along with city staff were present at the mandatory pre-bid conference held March 18th. Four (4) bids
were received and opened on March 28, 2013 with summary results shown below:

Park Construction is the lowest combined bidder and has done considerable sewer work in the City in the
past In addition to work done in the City of Nashua, they have performed satisfactorily on water-sewer
projects in a number of communities in southern New Hampshire, and are currently working a $5 million
plus CSO project for the City of Manchester, who indicated that they are doing quality work on this
project.
Based upon the submitted bids and available funds, we recommend awarding the contract to the low
bidder Park Construction Corporation of Fitzswilliam, NH in the amount of $1,645,984.
Contract documents including plans, specifications, an enlarged size bid tabulation, and the proposed
contract is in the Aldermanic Office for your review. A reduced size bid tabulation is attached to this
memo.
Pursuant to NRO § 5-90 (E), approval by the Finance Committee of a contract award in excess of
$1,000,000 shall be submitted to the full Board of Aldermen at its next regularly scheduled meeting for
final approval prior to award of the contract.
The City Engineer's Office, Board of Public Works (April 11, 2013 meeting) and this Office recommend
awarding the contract in the amount of $1,645,984 to low bidder Park Construction, Fitzwilliam, NH.
