Minutes
A regular meeting of the Board of Aldermen was held Tuesday, February 11, 2014, at 8:15 p.m. in the
Aldermanic Chamber.
President David W. Deane presided; City Clerk Paul R. Bergeron recorded.
Prayer was offered by City Clerk Paul R. Bergeron; Alderman Daniel T. Moriarty led in the Pledge to the
Flag.
The roll call was taken with 13 members of the Board of Aldermen present; Alderman Dowd and Alderman
Wilshire were recorded absent.
Her Honor Mayor Donnalee Lozeau and Corporation Counsel Stephen M. Bennett were also in
attendance.
REMARKS BY THE MAYOR
Thank you, Mr. President. This evening, I would begin by informing folks that the Broad Street Parkway
neighborhood meeting has been scheduled for February 20th at 6:30 p.m. at the Amherst Street School.
Alderwoman Brown and I are happy to host the neighbors and you are all welcome to attend. I would
also take a moment tonight as I often do to thank the many volunteers that have agreed to serve our city.
I know there are a couple here tonight. Hopefully, they’ll be able to stay to be sworn in this evening,
others will be sworn in at another time. They were well received by the Personnel Administrative Affairs
Committee last night and I think we again have a group of people that are quite remarkable.
And, speaking of remarkable people, I going to make mention of two people that our city has lost
recently. This morning, we lost Cecile Moraros, and I would like to extend my sympathies to the Moraros
family. Many of you know David and others in the community that have been really part of what makes
the character of our fabric. Sis, as she was affectionately called was really quite a dynamo that was very
direct and charismatic and it is a great loss to the city and her family and I extend my sympathies. In
addition, a woman by the name of Ann Neville who made it passed her 100th birthday was on her way to
101. Some of you might be able to blame her for me having this job as she was somebody that was a
big sister to me, before that program was around. As an eight year old kid in a family of five for whatever
reason she took a shine to me and spent a lifetime being there for me and making me part of her family.
She was somebody that gave back and was a volunteer in the community and spent time with me and I
don’t know how she made time with three children of her own, but somehow took the time to be part of
my life. I extend my sincere sympathies to the Neville family for their loss as well. And with that, thank
you for your kind attention this evening.
RESPONSE TO REMARKS OF THE MAYOR

We also lost another Nashua icon, Mr. Charlie Forrence. The owner of Gate City Fence. I’d like to send
my condolences to his entire family.

Alderman Sheehan
I will add that we also lost Walter Heinhold who was the English teacher at Nashua South. He’s run the
drama program for many, many, many years. I think he is going to be very missed by all. There’s
services at Nashua South on Saturday at 11:00 a.m.

I’m a secretary at Nashua High North currently. I’ve worked for the city for 15 years at both high
schools. I know some of you. I’ve had some of your children come through my office as the secretary
for attendance at the high schools. I’m really glad here to have the first reading of the Secretarial
Contract. I’ve been a negotiator for the Nashua Teachers Union Secretarial Unit. I think this is my fifth
contract over those 15 years. I’m very glad to be here to listen to the first reading of R-14-008. I’m
looking forward to it going to the Budget Review Committee as soon as possible. I’ll be attending those
committee meetings that will be dealing with our contract and would gladly be available to answer any
questions that the committee might have for a contract that we think is fair to the secretaries and
affordable to the city. Thank you.

We’re supposed to have a budget meeting Thursday but this isn’t on the agenda. It’s supposed to snow
too so I don’t know what’s going to happen, but thank you very much.

It was a lengthy meeting, but I’m going to try to make it quick. We had a whole bunch of interviews and
they were recommended for appointment. They were: to the Auditorium Commission: Nick Adams, for
a term to expire December 31, 2016; to the BPW Retirement System Trustees: Frank H. Anderson, for a
term to expire December 31, 2016; to the Business & Industrial Development Authority: Karen Tehan,
for a term to expire December 31, 2016; to the Conservation Commission: Michael Gallagher, for a term
to expire December 31, 2016; to the Downtown Improvement Committee: Tia Phillips, for a term to
expire December 31, 2016; to the Hunt Memorial Building Board of Trustees: Charles Matthews, for a
term to expire December 31, 2018; to the Mine Falls Park Advisory Committee: Kim Crider and Nicholas
J. Serpa, for terms to expire December 31, 2016; to the Review & Comment Commission: Doug

There will be. I think the premise behind this was to bring up the fact that we did interview the folks that
were placed on the agenda this evening for confirmation.
Alderman Chasse
We reduced the size of the Joint Special Building Committee to ten members, five from the Board of
Aldermen and five from the Board of Education.

Open letter to Alderman-at-Large Deane. Dear Alderman Deane, I’ve given you proof at the last two
Aldermanic meetings that shows our neighbors, the Gilbertson’s have taken about a three-foot wide strip
of our driveway and clothesline area as a result of city errors. Since providing the dimensions of our
property, we’d like the Board of Aldermen to help us so the city can make sure our land is returned to us.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderman Donchess
There is something interesting going on on Concord Street which is that the Thomas More College
appears to have purchased and is seeking planning board approval for use of the former Mount St. Mary
building at 90 Concord Street. This is a really, really nice building. and I think the college has broad
neighborhood support for that move. Returning that building to an educational use, I think will be a very
positive step. Because of it, I’ve looked into Thomas More College a little bit and I’m intrigued and I have
to say impressed by their course of study which seems to be very rigorous. It is a small college. For

example, all students have to take four years of either Latin or Greek in order to matriculate and
graduate from the college. I don’t know any other college that requires four years of language, especially
a classical language. I am impressed and assuming they get planning board approval which I think they
will, I wish to welcome them to the neighborhood.
Alderman Siegel
I’d just like to wish my wife a Happy 50th Birthday. She probably didn’t expect that I would be sitting here
for it.
Alderman Melizzi-Golja
Just a reminder that next Wednesday night, February 19, is the Annual Empty Bowls Fundraiser for the
Nashua Soup Kitchen. It will be held at Nashua High South. Thank you.
Alderwoman Brown
Ward 4 will be having our informational/crime watch meeting on Thursday, February 27, at 7:00 p.m. at
the Nashua Public Library and all our welcome.
Committee announcements:
Alderman Melizzi-Golja
In Alderman Wilshire’s absence, I believe there is a Human Affairs Committee meeting scheduled for
Thursday, February 20. It’s been rescheduled to 7:30 p.m.
Alderman Donchess
There’s a meeting of the Infrastructure Committee tomorrow at 7 o’clock.
President Deane
We have a Budget Review Committee meeting Thursday with the unenviable task of electing a clerk.
That will start the festivities off. We have a light agenda.
Alderman Moriarty
There is a Planning & Economic Development Committee meeting Tuesday, February 18, immediately
following the Mayor’s State-of-the-City Address. I’m assuming we will continue to have the Finance
Committee next Wednesday at 7 p.m., both in the Aldermanic Chambers.
