A special meeting of the Board of Aldermen was held Thursday, April 3, 2014, at 7:00 p.m. in the
Aldermanic Chamber.
President David W. Deane presided; City Clerk Paul R. Bergeron recorded.
Prayer was offered by City Clerk Paul R. Bergeron; Alderman Wilshire led in the Pledge to the Flag.
The roll call was taken with 11 members of the Board of Aldermen present; Alderman McGuinness,
Alderman Donchess, Alderman Moriarty, Alderwoman Melizzi-Golja were not in attendance; Alderwoman
Brown arrived after roll call at 7:05 p.m.

ELEMENTARY SCHOOL HVAC IMPROVEMENTS AND BUILDING RENOVATIONS

The resolution is the bond for the Broad Street reconstruction which consists of improvements to the
HVAC system and other general building renovations. The construction budget consists of
$7,846,000 worth of hard construction costs. I’m not going to go through all of the allowances but the
major ones are $263,000 for phones, security and data, $432,000 for architectural services which was
the fee in the architect’s contract, and a five percent contingency for $428,000, plus a construction
option of $724,774 which would be the reconstruction of the front entrance. For those of you that are
familiar with Broad Street, it currently has separate entrances on the upper and lower floors. The kids
are brought in kind of behind the gym into one of the classroom wings. The main entrance is on the
first floor while the office is on the second which makes it very difficult to secure the building. The
construction alternate would do would be to build a staircase that is enclosed but outside the secure
envelope of the building that has a walkway to it along the side of the building on the second floor and
then move the main entrance up to the second floor where it’s right outside of the office and do some
reconfiguration of the office to accommodate that. That’s why the bond was written up split up into
two pieces. The net bond proceeds are less than the $9.8 million in construction because there’s
about $1 million in the budget currently that was transferred there from previous projects. It was
surplus from Charlotte Avenue basically. That’s what the legislation is about.
After twice calling for testimony in favor and for testimony in opposition and receiving none, President
Deane closed the public hearing.
