A regular meeting of the Board of Aldermen was held Tuesday, April 14, 2015, at 7:30 p.m. in the
Aldermanic Chamber.
President David W. Deane presided; Deputy City Clerk Patricia Piecuch recorded.
Prayer was offered by Deputy City Clerk Patricia Piecuch; Alderwoman Mary Ann Melizzi-Golja led
in the Pledge to the Flag.
The roll call was taken with 14 members of the Board of Aldermen present.
Mayor Donnalee Lozeau and Corporation Counsel Stephen M. Bennett were also in attendance.
REMARKS BY THE MAYOR
Thank you, Mr. President. I just wanted to share some great news with the Board tonight about our
recent bond sale on April 7th. As you know we were looking at selling bonds this year for projects like
ERP, Broad Street Parkway, the Broad Street School and others and also looking at re-financing some
older bonds and we were able to do that at a 2.53% rate which is really pretty outstanding. It’s the fifth
consecutive year that we have been able to sell bonds at below 3%. In addition, we were upgraded by
Standard and Poor’s from a “AA+ stable” to a “AA+ positive” which was pretty terrific and Fitch
maintained our perfect rating with them of “AAA.” I just wanted to mention one of the things that was in
the report. The rating agency cited that the city’s strong financial management, diverse and expanding
economic base, low debt levels and manageable future retiree costs as positive credit factors so I
thought that was important for everybody to hear. We will be posting both of those reports on-line along
with the press release that we are going send out that goes into a little bit more detail about this. I think it
is great news and I wanted to share that. Thank you for your kind attention to that.

Mr. Bill Baukus, President of the Board of Directors, Nashua Senior Center
The reason I am here today is to thank you for your consideration and for the funds that you are going to
give us from the City of Nashua. Margo Bell, our Executive Director, is also here today. We have plans
for those funds and the first plan is to erase our deficit from the previous years so we start with a clean
slate. After that we are going to use the money to spruce the center up. We are going to do some
extensive floor cleaning and wall painting and the like. As a third source of use for the funds is

establishing an emergency fund so that we can have money available in case we do run into problems in
the future. I think the City of Nashua and the Senior Center make a very good partnership, specifically
looking at the events of our seniors and making sure that their needs are met. Again, thank you so much
for your consideration tonight.

About the Senior Center, my mother has had the same complaint for many years. She’s handicapped;
there are a lot of handicapped people that come in there all of the time. There are four handicapped
parking spaces. I don’t know what can be done but there is a lot of parking but nothing designated for
handicapped. There are a lot of the people that come in for the Meals on Wheels that park up close to
the building but not for handicapped people. If someone looked into it, there is a parking lot directly
across from the doors that have six spots, if they just put six handicapped spaces that would make a big
difference and solve a big headache. My mother is there every Monday and she needs a wheelchair a
lot of the time and the winter is a real problem.

I would suggest that you attend an Infrastructure Committee meeting and speak during their public
comment period. Alderman Donchess is the Chairman.

I have spoken to the Senior Center person a couple of years ago and they said to come here and I never
did and recently I said I am going to attend Board meetings from now on. You guys are going to see me
a lot.

There’s nothing wrong with that. If you want to stay until the end of the meeting and give us your contact
information I’m sure that Alderman Donchess who chairs the Infrastructure Committee would be more
than happy to speak with you and take a look at the issues you are raising.

Can someone explain what the difference is between the regular one and the amended one?

The difference is a little over $20,000. After talking with the President of the Board of Directors of the
Senior Center we came up with a figure of $35,000 to cover those expenses that Mr. Baukus mentioned
during his comments at the beginning of the meeting.

First of all I would like to thank the Budget Review Committee for approving this but I also want the Board
to know that the Board of Directors and the staff at the Nashua Senior Center will take and do due
diligence with the money that we will use, especially for the maintenance and some of the work that
needed to be done for the building that just has not been able to get done in the last ten years. As we
talked before, sometimes we just don’t put the money aside for maintenance whether it’s your own home
or city buildings. I am going to request that our Treasurer that we keep a tally and possibly by the end of
the year we will give you a report as to exactly where that money was spent. I appreciate your helping
the Senior Center. They are an independent organization but sometimes we need a helping hand and
they certainly will use that and do their due diligence or they will hear from me.
Alderman Moriarty
I am going to vote for this but I do want to make a couple of comments about my reservations. In
general I am not very supportive of financial gifts outside of the regular process of the Board of
Aldermen. What I mean by that is we do have a Human Affairs Committee CDBG funds and a Review &
Comment Commission. There are a lot of needy organizations in Nashua that could use similar help and
it’s nice to have the process come through so they all compete against each other. When I heard of the
financial challenges of the Nashua Senior Center what I did rather than try to spend tax dollars on it was
to see if the community could come together and voluntarily support this is. When I met a couple of the
staff there and more importantly, my goal was to try to encourage my co-workers to voluntarily contribute
because there is a program at work where you can add it and it annually comes out of your program, of
course there are some restrictions. There is a solicitation policy at work that I had to work around but
rather than a one-time fix I thought maybe we could make a systemic solution. Nevertheless, this is a
short-term need and just this once, I will happily support it.
Alderman Siegel
I was at the Budget Committee and I think that everybody should recognize that this is something to get
this organization over the hump and it’s really just getting it over the hump. I’m very pleased to see the
new leadership that has come in. Mr. Baukus has done a great job and I’d also like to thank Alderman
Caron for putting a lot of time into this. It appears that their upcoming fundraiser is going to be a big
success as it’s all sold out and I had a tough time getting tickets but I was accommodated. I think that’s
a critical thing. If the Senior Center went away there are people that their lives fully depend on this fully

functioning so bravo to everyone who supported this. The taxpayers that might be worried about
constantly funding the Senior Center I don’t believe have anything to worry about.

It is in December. We are trying to get that work and some of those answers in very quickly so you can
sit down and consider what condition it is in before you make the other decision.

Who is going to do the economic analysis of whether the purchase is worthwhile, assuming the dam is in
good shape?

I believe that will probably be done with a consultant as well. Depending on what we find first from that
and then moving forward from there. Sarah Marchant, our Director of Community Development, is
overseeing that and I’m sure that we will get a full comprehensive report from her and be able to sit with
the Infrastructure Committee when we have some of those numbers.

The reason why I think we need a second reading today is because this is time sensitive. This will
authorize the city to accept $70,000 worth of donated materials and labor for the southwest trail at Buck
Meadow Road at Cherrywood. Lynch’s Landscaping & Excavation; it’s going to take about 4 to 5 weeks
to order these materials and get their crews at the place so I think if they are kind enough to donate this
type of money and materials and labor we would like to get this process going as soon as possible to
give them the largest window of opportunity to get it done since our summer seems to be getting a little
shorter every year.

Main Dunstable so I think he is trying to improve the area that he lives in.

We discussed something regarding a similar situation where someone was donating some land and
making a trade. Is there any trade with this at all or is it just an increase in value?

Dear Alderman Deane, A no parking sign has not been replaced because whoever in the DPW was
responsible for it thought the signage had to reflect Broad Street Parkway plans no parking only on the
left side and our sign for no parking on that side. To think that our ordinance 0-00-24 was revoked
comes from ordinance 0-12-025 – “updating the traffic ordinances to reflect final Broad Street Parkway
plans.” It was correct to leave it alone and have removed because our ordinance has nothing to with the
Broad Street Parkway. Since our ordinance 0-00-24 has not been revoked our ordinance should be
honored with a no parking sign as required in front of 85-87 Palm Street just as it was before the Broad
Street Parkway construction. In conclusion, do we need legislation to return our sign? The sign will help
us go in and out of our driveway, there will be fewer police calls and there will be parking spaces where
parents can leave and pick up their children which will make it safer for them on our busy street.

REMARKS BY THE MEMBERS OF THE BOARD OF ALDERMEN
Alderman McCarthy
I wanted to thank the students that attended the meeting that some of us had the pleasure of going to
last week. They asked us a number of challenging questions about the city’s budget and demonstrated
in my opinion that they actually understand a lot about what goes on in city government and have read
the budget and read some legislation and I found it to be a very refreshing opportunity to have a
conversation with them and I encourage them to get more involved in what happens in their community;
both locally and nationally. I would look forward to doing that again at some point. Secondly I wanted to
put out that this Thursday from 4:00 p.m. to 5:00 p.m. at Rotary Common will be a Holocaust
Remembrance activity at the Holocaust Memorial and will include the dedication of a new piece that has
been brought into the Memorial to the memory of the children who were killed in the Holocaust. This
Thursday evening at Rivier College is the annual Holocaust Remembrance. I, unfortunately, will not be
able to attend the ceremonies but I would encourage my colleagues and the public to do so. The
Memorials last year were quite moving and I think this year will be as well.

department. I provided that to him today and I forgot to copy Mrs. Lovering so she could give it to the
entire Board.
Alderman Schoneman
I share the observations that Alderman McCarthy made about our time at the high school. I think the
students do show an awareness and understanding of how the budget process works. I think they also
understand the trade-offs and the difficulties we are facing this year. I am grateful to them for the
invitation and I hope that we have a chance to do it again. Secondly I wanted to speak for a moment
about the tragedy that struck in Ward 3 a couple of mornings ago; that fire on Gerard Avenue. I drove
past that site and the destruction is horrific. Things like this happen periodically and they touch
everyone’s life. I would encourage people to be aware of the fire hazards that might exist in their own
homes and make sure that future tragedies like this can perhaps be avoided. I would also ask that you
keep these folks in your prayers.

How does one go about getting permission to put something into the Rotary Common or any park?

What type of things are you talking about?

Well, they have a new piece that is going into Rotary Park for the children of the Holocaust. How does
somebody go about getting permission to put that into Rotary Park?
Attorney Bennett
I think they initially go through the Board of Public Works as they have control by ordinance over our
parks.
President Deane
The Mayor is the Chairman of the Board of Public Works; would you like to speak to that?
Mayor Lozeau
The Board of Aldermen actually passed a resolution for the Holocaust Memorial Park that included the
development and monument and other things that would go in that park. That hasn’t come back before
anybody. I just found out about that other piece ordered and going in but I believe that the individual
that’s been moving forward and developed that park had intended that as he moved forward so that
actually came from the Board of Aldermen.
Alderman Chasse
Here is my concern. When the Holocaust Memorial went in, step one was that somebody gave them
permission to put it in and then the paperwork came to the Board of Aldermen. I had no clue that was
going in there and then the paperwork came in after. Now, it is still in my Ward and I had no clue that
this…and I’m not against it but it would be nice if somebody told the Aldermen. I was never notified for
the regular Holocaust and I was never notified of this new piece that is going in.

Would you like me to contact Mr. Teeboom and ask him if he could provide everyone what the plans are
or future plans for the Memorial itself? I’m sure he would be happy to do it.
Alderman Chasse
Mr. Teeboom apologized last time when the regular Holocaust Monument went in because he said he
did not know that I did not know. He said he would have called me. Again, I’m not against it but it would
be nice if someone would notify us.

I’ll give him a call tomorrow morning.
Alderman Caron
I wanted to say that concerning the parking over at the Senior Center, I’ll certainly bring it up to the Board
of Director’s but I think that I’ll also have to talk to the city about it because it is a city parking lot. I know
that there are only four handicapped parking spaces. I’m not sure what we can do but I am sure that the
center and the city can work together to resolve some of that.
Alderman McGuinness
Next week, a week from tonight in Ward 1 is a meeting planned and in attendance will be Mayor Lozeau,
Lisa Fauteux, Public Works Director and myself at 6:00 p.m. at Nashua High School North Board Room
regarding safety issues concerning the Indian Rock Road area and Colburn Avenue.

I want to take a moment to extend congratulations to extend congratulation Assistant Fire Chief Steve
Gallipeau who was just promoted unanimously by the Fire Commissioner on April 6th as our new
incoming Fire Chief to be effective June 1st. I was a firefighter and worked with Steve. He came up
through the ranks as a private. He’s a great firefighter and great man. I also want to give a heartfelt
thank you to Chief Brian Morrissey who I have had the privilege to work with throughout the years. He’s
done a great job with the fire department and he gave his time honorably and we appreciate his service.
Alderman Donchess
I attended the forum that the Nashua High School south scheduled and sponsored for this previous week
and the students did a very good job. First, the student senate appeared at the Board of Education
Budget Hearing and they were very articulate and effective in explaining the effect of some of the
potential changes that are being discussed at the school department. They invited members of the
Board of Aldermen and Mr. President, you and several other Aldermen attended and they were
extremely well informed and had clearly put in a lot of time to understand how the city’s budget works. I
would like to compliment them and encourage them to continue to participate in this year’s budget
process and in the process in future years.

I want to say thanks to outgoing Chief Brian Morrissey. He runs a well-run organization and I particularly
like how his budgets are pretty lean and stay within the cap. Also congratulations to Assistant Chief
Gallipeau for his promotion.

I also found that the students at Nashua High School south were very prepared and the way they
conducted themselves during the question and answer I think should serve as a model for all citizens. I
think we should do this on a regular basis for both north and south. I also echo congratulations to
Assistant Chief Gallipeau and Chief Morrissey. I would also like to add that the NFR did a good job the
other night in a very bad situation. It’s possible that it could have been worse but it was very clear that
the guys worked very hard. I would also like to commend the Nashua Police Department as the other
night we had a little bit of a Wild West shoot out downtown. There were people driving around in cars
shooting at each other and by the grace of God there were no innocent people hurt. They quickly
rounded up those yahoo’s.
Alderwoman Melizzi-Golja
I’d like to also congratulate outgoing Chief Morrissey and congratulations to Assistant Chief Gallipeau.
Also, as many of you know, Carl Andrade has announced that he will be stepping down from his position
on police commission so thank you to him for his service to the city. Tomorrow night, Science Café at
Kilarney’s at the Holiday Inn. A free discussion at 6:00 p.m. and the title is “Who lived here before
European’s and how do we know.” The New Hampshire State Archeologist and the President of the
Archeological Society will be presenting there. This Saturday in Concord the New Hampshire Fish &
Game Department is going to be celebrating 150 years and they will have their annual Discover Wild
New Hampshire Day and it’s at the facility on Hazen Drive from 10:00 a.m. to 3:00 p.m. and it’s a free
family event.

I would also like to congratulate Assistant Chief Gallipeau and Chief Morrissey. I would also like to
announce that I am having a Ward 4 Information meeting on Tuesday, April 21 st between 5:00 p.m. –
7:00 p.m. at the Dunkin Donuts at 315 West Hollis Street.
Alderman Wilshire
I want to mention that the Gate City Community Gardens is going to have their rail trail/Gate City Garden
area clean-up this Saturday from 9:30 a.m. – 2:30 p.m. and they need all of the help they can get. I also
want to mention the grand opening of Launch Trampoline Park in Nashua. That grand opening is on
April 25th. I would be remiss if I did not mention the Club Nashua Golf Tournament coming up on June
25th. Club National is sponsoring their 16th Annual Golf Tournament to benefit the Nashua Children’s
Home. They have raised over $200,000 for the Transitional Living Program at the Nashua Children’s
Home. There are sponsorship opportunities available.

I too was struck with interest in some of the students and especially some of the questions but I think one
of the things that I found interesting was that we did explain to them what a cut is and what a cut isn’t. I
mean if you have an increase then it’s not a cut. If you have trouble with areas where you cannot
increase it more than you would like, you are reducing that area but what was brought over there was an
increase to the bottom line of their operating budget. For something that was supposed to last 40
minutes, it last for two hours. It was fun. Alderwoman Brown’s birthday is on the 15th day of this month.

One week from today, Tuesday, April 21st is the Planning and Economic Development Committee at 7:00
p.m. in the Aldermanic Chamber. We have two topics; one is an overview of the Conservation
Commission and there may be a focus on the trails in the southwest. Conservation Commission
Chairman Mike Gallagher will be there. Then the Cable Television Advisory Board is going to present
the upcoming Comcast Franchise renewal agreement. May 9th at 8:00 a.m. at the Courtyard Marriott is
the Pennichuck Annual Shareholder meeting.
Alderman Donchess
The Infrastructure Committee will meet a week from tomorrow on April 22nd at 7:00 p.m.
Alderman Chasse
There will be a Finance Committee meeting tomorrow night at 7:00 p.m.

I am still trying to nail down a meeting with Representative Harvey with our Delegation. Ms. Lovering has
been working on that. There is a Merrimack Valley Regional Water District meeting at the Bedford Town
Hall this Thursday at 6:30 p.m.

Dear President Deane,
Our No Parking sign has not been replaced because whoever in the
DPW was responsible for it thought the signage had to reflect BSP
plans of parking only on the west side and our sign is for no
parking on that side.
To think our Ord. #0-00-24 was revoked comes from Ord. #0-12-025,
"Updating the traffic ordinances to reflect final BSP plans.". It
was correct to leave it alone and have removed because our
ordinance has nothing to do with the BSP.
Since, our Ord. #0-00-24 has not been revoked our ordinance should
be honored with a No Parking sign as* required in front of 85-87
Palm St. just as it was before BSP Construction.
In conclusion, do we need legislation to return our sign? The sign
will help us go in/out of our driveway, there will be fewer police
calls and parking spaces where parents can leave and pick up their
children which will make it safer for them on our busy street.
