Minutes of the Board of Assessors Meeting of February 4, 2010 A meeting of the Board of Assessors was held on Thursday, February 4, 2010, in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Marylou Blaisdell. Members Present: Marylou Blaisdell Kevin Moriarty Dominic D’Antoni Assessing Staff Present: Robert Gagne Gary Turgiss Greg Turgiss Douglas Dame Louise Brown Cheryl Walley Minutes of the Meeting: Minutes for the meeting held on January 21st were approved unanimously. Abatement Requests Presented: A complete listing of all abatements approved/denied is available in Assessor’s Office. Residential Appraiser Greg Turgiss presented the Board with proposed assessments on a BTLA appeal filed on 2008 abatements on five condominium units at 4-6 Gorman Ave. He explained that in 2008 these were 5 individual units assessed separately, but for 2009 this is changed back into a multi-unit building. The owner had filed the condominium documents and renovated one of the units to sell and subsequently the market depreciated, so the owner terminated the condominium documents. After this was recorded at the Registry of Deeds, our records were changed to reflect the property in its original multi-unit style. The tax representative has not yet returned the settlement agreements but Mr. Turgiss will present them at the next scheduled meeting after they are returned, if the Board votes to approve these. After some discussion, the Board agreed to the proposed settlement offer and made the following motion. MOTION BY Kevin Moriarty to accept the proposed revised 2008 assessment for each of the appeals for condominium unit properties located at 4-6 Gorman Ave (Units A through E) pending a signed settlement agreement to be presented for the Board members signature after it is received. SECONDED BY Marylou Blaisdell. OPPOSED BY Dominic D’Antoni. MOTION CARRIED. Residential Appraiser Greg Turgiss presented the Board with proposed assessments on a BTLA appeal filed on 2008 abatements on properties owned by Mile High Real Estate as follows: 5 ½ Mulberry St., 5 Mulberry St., 169A West Hollis St., 80 Pine Hill Rd., 82 Pine Hill Rd. as well as 1 of 2 two properties in the name of Vatche Manoukian, located at 36 Seminole Dr. and 93 Dublin Ave. The tax representative has agreed to the proposed assessments however has been unable to discuss this with the owner. After this proposal is discussed with the owner, the tax representative has agreed to sign the agreements and they will be brought to the Board for signature. The Board agreed to the proposed settlement offer on these appeals and made the following motion. MOTION BY Kevin Moriarty to accept the proposed revised 2008 assessment for: 5 ½ Mulberry St., 5 Mulberry St., 169A West Hollis St., 80 Pine Hill Rd., 82 Pine Hill Rd. which are all owned by Mile High Real Estate, as well as two properties in the name of Vatche Manouskian, located at 36 Seminole Dr. and 93 Dublin Ave., pending a signed settlement agreement to be presented for the Board members signature at a scheduled Board meeting after it is received. SECONDED BY Marylou Blaisdell. OPPOSED BY Dominic D’Antoni. MOTION CARRIED. Appointments: none. Staff Items: The Board was presented with a supplemental warrant for city land that is being leased to Dartmouth Hitchcock (with the lessee's name and address on the attached page to the warrant), a timber tax warrant as well as a current use land use change tax warrant. The Board members each signed these warrants. Old Business: None MOTION BY Marylou Blaisdell to adjourn at 8:50 AM. SECONDED BY Dominic D’Antoni. MOTION CARRIED unanimously.
