Minutes of the Board of Assessors Meeting of March 4, 2010 A meeting of the Board of Assessors was held on Thursday, March 4, 2010, in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Marylou Blaisdell. Members Present: Marylou Blaisdell Kevin Moriarty Assessing Staff Present: Angelo Marino Robert Gagne Gary Turgiss Greg Turgiss Douglas Dame Louise Brown Cheryl Walley Minutes of the Meeting: Minutes for the meeting held on February 4th were approved unanimously. Abatement Requests Presented: Residential Appraiser Greg Turgiss presented the Board with the proposed assessment on a BTLA appeal filed on 2008 abatement as well as a 2009 abatement, for property located at 9-11 Worcester Street owned by Ms. Libby Comeau. The settlement agreement has not yet been returned by the taxpayer. Mr. Turgiss explained that should the Board approve this offer the settlement agreement will be brought to the Board for their signature after it is received back from the taxpayer. The Board agreed to the proposed settlement offer on this appeal and made the following motion. MOTION BY Kevin Moriarty to accept the proposed revised 2008 assessment as well as the proposed revised 2009 assessment for 9-11 Worcester St, pending a signed settlement agreement to be presented for the Board’s signature at a scheduled Board meeting after it is received. SECONDED BY Marylou Blaisdell. MOTION CARRIED. Appointments: none. Staff Items: Each member was given a copy of the paperwork submitted by Attorney Jack White for his client, Ms. Jane Locicero. Attorney White’s cover letter asks for a reconsideration of the denial of his client’s elderly exemption application for tax year 2010. He explains in his letter that the 1 of 2 application submitted had some mistakes and with this new information, the application should be approved. All the backup paperwork submitted by Attorney White was attached. The Board noted that the standard paperwork used in determining whether or not an applicant meets the criteria had already been examined and the decision to deny the application was made by reviewing this paperwork. This paperwork indicated the applicant did not qualify on the date of application. After reviewing all the paperwork submitted and some discussion regarding the matter, the Board of Assessors made the following motion: MOTION BY Marylou Blaisdell to deny the 2010 elderly exemption application for Ms. Jane Locicero for the property located at 74 Alder Drive as the applicant does not meet the criteria set in RSA 72:39a. SECONDED BY Kevin Moriarty. MOTION CARRIED. Chief Assessor Angelo Marino advised the Board that they have received the official ratio from the State. The 2009 equalization ratio for the City of Nashua is 100.0% with a C.O.D. of 8.2% He mentioned that the abatement filing period is over and there is approximately 320 abatements received. An exact count will be available at the next Board meeting. The goal is to have some type of action taken on each one by July 1st and he believes that is do-able.
