Minutes of the Board of Assessors Meeting of June 17, 2010 A meeting of the Board of Assessors was held on Thursday, June 17, 2010, in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Marylou Blaisdell. Members Present: Marylou Blaisdell Kevin Moriarty Assessing Staff Present: Angelo Marino Robert Gagne Douglas Dame Gary Turgiss Greg Turgiss Cheryl Walley Minutes of the Meeting: Minutes of the meeting of May 20, 2010 were approved unanimously. Abatement Requests Presented: A complete listing of approvals/denials is available in the Assessor’s Office. Commercial Appraiser Douglas Dame presented a settlement offer for abatements filed for tax year 2009 on the several properties owned by Clocktower Place. He discussed the specifics of his settlement offer with the Board. After some discussion the following motion was made: MOTION BY Marylou Blaisdell to approve the proposed settlement offer for the Clocktower Place properties (Map 77, Lots 18, 20, 23 and 24) with the condition that the taxpayer sign and return the settlement agreement. SECONDED BY Kevin Moriarty. MOTION CARRIED. Appointments: none Staff Items: The Board approved a Timber Tax Warrant for wood cut on four lots – Map 127/Lot 131, Map 62/Lot 100, Map 62/Lot 101 and Map 62/Lot 102. Regarding an A-9 submitted by Grace Fellowship of Nashua, Inc. for Map 78/Lot 86, the Board members were advised by Chief Assessor Angelo Marino that Corporation Counsel has reviewed all the submitted information and based on the research Attorney McNamee has done as well as information he received at a legal education program he attended, he feels the transfer of this property from a for-profit organization to the non-profit organization did not occur until the date the deed was recorded at the Hillsborough County Registry of Deeds, which was April 5, 2010. The Board noted that the property must be owned by the non-profit as of April 1st of the tax year in which the application is made and therefore the property would not qualify to receive a property tax exemption for tax year 2010. 1 of 2 MOTION BY Marylou Blaisdell to deny the request of Grace Fellowship of Nashua, Inc. for a property tax exemption for tax year 2010, as the property was not owned by the non-profit organization as of April 1, 2010. SECONDED BY Kevin Moriarty. MOTION CARRIED. Chair Marylou Blaisdell asked if there will be a need for two meetings in July and she was advised that it is imperative we have the first meeting in July scheduled for July 1st, in order to process as many 2009 abatements as possible and avoid letters being sent out to taxpayers advising their abatement is deemed denied. The goal is to have all abatements processed as either an approval or denial and have none deemed denied. Mr. Marino said it may not be necessary to have the second meeting in July but that can be further discussed at the July 1 st meeting.
