Minutes of the Board of Assessors
Meeting of March 22, 2012
A meeting of the Board of Assessors was held on Thursday, March 22, 2012, in Room 208, 2nd
floor of City Hall. The meeting was called to order at 8:15 AM by Chair Marylou Blaisdell.

Minutes of the Meeting:
The minutes for the meeting held on March 1, 2012 were approved.
Abatement Requests Presented:
A complete listing of all abatements approved/denied is available in the Assessor’s Office.
Appointments:
None
Staff Items:
Supervisor of Assessing Administration, Louise Brown, presented a warrant for Land Use Change
Tax with a Current Use Land Use Change Tax Lien Release for Map 51/Lot 9. The Board signed
both the Warrant and the Lien Release.
Ms. Brown also presented a Warrant for three supplemental bills to be issued for 2011 tax year.
One bill is for the poles and conduits on City rights of way being used by Fairpoint
Communication. The other two are for exemptions that were received for 2011 but only recently it
was discovered that these two taxpayers did not qualify to receive the exemption for 2011. After
considering the information presented to them, the Board members signed the Warrant.
Department Coordinator for Assessing, Ms. Cheryl Walley, presented a Tax Deferral for 2011 tax
year. This taxpayer has received a tax deferral for several years and has presented information with
his application indicating the financial situation of the taxpayer has not changed and therefore still
meets the hardship qualification necessary to receive this tax deferral. Chair Marylou Blaisdell
asked how many years this tax deferral could continue to be applied and she was told that the
amount deferred can be up to 80% of the total market value of the property and it is well below that,

so it can be quite a few more years this taxpayer might receive a tax deferral. The members each
signed the Tax Deferral Application.
The Board members each had a list of the 2012 scheduled Board of Assessors meetings and Chief
Assessor Angelo Marino asked if they would please let Assessing staff know of their inability to
make a meeting as soon as possible before the meeting so the necessary preparation can be
completed by staff to have the items on the agenda for the next meeting. The Board members
agreed.
Ms. Blaisdell advised she will not be available to attend the next meeting, scheduled for Thursday,
April 5, 2012.
The meeting scheduled for July 5, 2012 was cancelled and instead the Board scheduled a meeting
for June 28, 2012 to allow Assessing staff to complete the processing of all the 2011 abatements
filed by the deemed denied date of July 1st.
It was the consensus of all present that only one meeting will be necessary in the month of August
and it was agreed to cancel the meeting scheduled for August 2, 2012.
In summary, the meeting in July will be held on July 19, 2012 and the meeting in August will be
held on August 16, 2012.
Mr. Marino told the Board these changes will be noted on the listing of public meetings and each
member will be sent a revised list of 2012 scheduled Board of Assessors meetings.
