Meeting of May 16, 2013
A meeting of the Board of Assessors was held on Thursday, May 16, 2013 in Room 208, 2nd floor
of City Hall. The meeting was called to order at 8:15 AM by Acting Chair Kevin Moriarty.

Minutes of the Meeting:
The minutes for the meeting held on May 2, 2013 were approved.
At the last meeting Dr. Kevin Moriarty had requested a link be available on the City’s website
for the A-9 and A-12 forms to make them easily accessible to organizations filing them. He
commented that this page entitled “Charitable, Educational and Religious Exemptions” on the
Assessing Department page at www.nashuanh.gov is nicely done.
Abatement Requests Presented:
A complete listing of all abatements approved/denied is available in the Assessor’s Office.
Ms. Louise Brown, Supervisor of Assessing Administration, presented the Tax Collector’s warrant
for the July property tax bills and advised the property tax bills due July 1, 2013 are scheduled to
be mailed on or about May 24, 2013. The Board members signed the warrant.
The Board discussed the City’s Supreme Court appeal of the Superior Court’s Decision on the
Radisson Hotel abatements.
Appointments:
Reverend Luis A. Rosario of Iglesia Pentecostal y Misionera, Inc. had scheduled an 8:30 AM
appointment with the Board of Assessors to discuss the late filing of the church’s A-9 form.
Reverend Rosario did not appear for this appointment.

There was some discussion regarding the role of the Board of Assessors when an A-9 form is filed
late and that in order for the Board to excuse the late filing due to “accident, mistake or
misfortune”, the reason should be something beyond the person’s control.
The Board was advised this was the second time the form for this church was filed late since Rev.
Rosario took over for the previous pastor April 10, 2009. The first time Rev. Rosario filed late was
in 2009 and was excused by the Board as the reason was considered to be an “accident, mistake
or misfortune”. Reverend Rosario had filed the form late again this year and made an
appointment with the Board to explain his reason for the late filing. Rev. Rosario failed to appear
for his appointment. He had previously supplied the Board with a letter of explanation which
states the reason as not receiving the email reminder because their email address had changed.
Chief Assessor Angelo Marino reminded the Board that the reminder is strictly a courtesy and it is
the organization’s responsibility to notify the Assessing Department of any change in email
address if they would like the reminder to reach them. After consideration of all of the above, the
Board made the following motion:
MOTION BY Kevin Moriarty to deny the religious exemption for 11-13 Mulberry Street which is
owned by Iglesia Pentecostal y Misionera, Inc. as the reason for the late filing of the A-9 form is
not due to “accident, mistake or misfortune” as set forth in RSA 72:23-c-I.
SECONDED BY George Farrington.
MOTION CARRIED.
MOTION BY Kevin Moriarty to adjourn at 8:40 AM.
