Minutes of the Board of Assessors Meeting of June 27, 2013 A meeting of the Board of Assessors was held on Thursday, June 27, 2013 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Dominic D’Antoni. Members Present: Dominic D’Antoni Kevin Moriarty George Farrington Assessing Staff Present: Drew LeMay Doug Dame Gary Turgiss Greg Turgiss Louise Brown Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on June 6, 2013 were approved. Abatement Requests Presented: Regarding the capitalization rate used for the abatements on commercial properties, Mr. Dominic D’Antoni noted that it was a different rate used by each commercial appraiser, Mr. Drew LeMay and Mr. Douglas Dame, and asked if this can be looked at in the future so that the same capitalization rate is used when determining market value on commercial properties. Mr. LeMay said that the rate may vary for different types of commercial property, for instance warehouse versus retail, but said he will keep an eye on that in the future. A complete listing of all abatements approved/denied is available in the Assessor’s Office. Ms. Louise Brown, Supervisor of Assessing Administration, presented an application for a veteran’s credit which was received after the statutory deadline of April 15, 2013 and told the Board that the applicant’s wife had been receiving the credit as the spouse of a veteran because she had a beneficial interest in the property but she passed away back in August, 2007 and the credit was removed for 2008. Mr. Adrien Salvas, the veteran, was not aware that he could qualify for the credit but according to the trust which is listed as the owner, he retains a life estate in the property. Ms. Brown said she is asking that the Board accept the application late as she believes the reason for this late filing would fall under “accident, mistake or misfortune”. The Board made the following motion: MOTION BY Kevin Moriarty to accept the late filing of the application by Mr. Adrien B. Salvas for the veteran’s credit as the reason is due to “accident, mistake or misfortune” as set forth in RSA 72:23-c-I. SECONDED BY George Farrington. MOTION CARRIED unanimously.
