Minutes of the Board of Assessors Meeting of October 3, 2013 A meeting of the Board of Assessors was held on Thursday, October 3, 2013 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Dominic D’Antoni. Members Present: Dominic D’Antoni George Farrington Marylou Blaisdell Assessing Staff Present: Angelo Marino Andrew LeMay Doug Dame Louise Brown Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on August 30, 2013 were approved. Abatement Requests Presented: A complete listing of all abatements approved/denied is available in the Assessor’s Office. Appointments: None Staff Items: Supervisor of Assessing Administration, Ms. Louise Brown, presented three Current Use-Land Use Change Tax Lien Release bills for 3 lots, Map F/Lot 1608, Map F/Lot 1611 and Map C/Lot 2909. Chief Assessor Angelo Marino explained to the members that the latter one is being removed from current use to satisfy the density requirements set by the Planning Board for Gagnon Farms, a development off of Cherrywood Drive. All three were approved/signed by the members. Mr. Marino said the board members may receive inquiries regarding the update of assessments as there has been a press release issued to explain the update to the public. This can be found on our website and on October 1st was given to the various local news agencies. The Nashua Telegraph has not yet published it, but may do so in the next couple of days. He said most properties have gone down in assessment but some have gone up. He was asked for an example of properties that have increased and said for example, higher-end homes have maintained their values and some have increased in assessment. Some that have increased in value may be due to a building permit filed or a data correction made to the assessment record. Mr. Marino reminded the members there are two sides to what someone pays in taxes, one being the assessment and the other is city spending. The spending rate went up 2.6%, so if the assessments stayed the same, on an assessment of $100,000 the taxes would have gone up about $50. For a large percentage of taxpayers, even though their assessment has gone up, their bills may go down. 1 of 2 He told the board that according to an article in today’s Telegraph, the tax rate is going to be set later than usual this year due to data not being available to the state from school departments across the state, which is necessary to set the school portion of the tax bills. Old Business: There was a brief discussion updating the members on the Superior Court case regarding the property located at 151 Coliseum Ave. MOTION BY Marylou Blaisdell to adjourn at 8:42 AM.
