Minutes of the Board of Assessors Meeting of November 5, 2015 A meeting of the Board of Assessors was held on Thursday, November 5, 2015 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Dominic D’Antoni. Members Present: Dominic D’Antoni Robert Earley Daniel Gagnon Assessing Staff Present: Angelo Marino Andrew LeMay Douglas Dame Louise Brown Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on October 1, 2015 were approved. Abatement Requests Presented: A complete list is available in the Assessor’s Office. Regarding a settlement offer being presented by Commercial Appraiser Douglas Dame for the property located at 168 Daniel Webster Highway, Mr. Dominic D’Antoni asked if equity of assessments is being maintained if this settlement is approved and noted that the land value is not broken out in the calculations. Chief Assessor Angelo Marino said the land and building assessments cannot be argued on an individual basis when you go to court. Firstly market value needs to be determined and then determine the ratio between the market value and the assessment; then look at the overall ratio of assessment for the community and if it is different than the individual property against the assessment, there needs to be an adjustment made and the abatement granted. Following some further discussion, each of the Board members signed the settlement agreement. Appointments: None. Staff Items: Assessing Administration Supervisor Louise Brown presented the Tax Collector’s Warrant for the December, 2015 tax bills and two timber tax warrants for reports of wood cut that were received. One report is for lots on Adelaide Street (Map 55/Lots 214 through 229) and the other is for a Flatley property off of Spit Brook Road (Map A/Lot 798). The three warrants were signed by each board member. MOTION BY Robert Earley to adjourn at 8:35 AM SECONDED BY Daniel Gagnon. MOTION CARRIED.
