Minutes of the Board of Assessors Meeting of January 7, 2016 A meeting of the Board of Assessors was held on Thursday, January 7, 2016 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Acting Chair Daniel Gagnon. Members Present: Daniel Gagnon Robert Earley Assessing Staff Present: Angelo Marino Doug Dame Greg Turgiss Louise Brown Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on December 3, 2015 were approved. Abatement Requests Presented: Chief Assessor Angelo Marino presented a settlement offer for 2013 and 2014 Superior Court appeals on the following properties: 27 Airport Road, 30 Airport Road owned by Law Realty Co., 151 Coliseum Avenue owned by Nashua Coliseum LLC, and 1 Tara Blvd., 10 Tara Blvd, 98 Spit Brook Rd. and 100-300 Innovative Way all owned by John J. Flatley. The agreement for these also includes carrying the 2014 proposed assessment into the 2015 tax year. Mr. Marino advised the members that we have not yet received the signed settlement agreement from the taxpayers, but they have accepted the proposed settlement verbally. The following motion was then made: MOTION BY Robert Earley to approve the proposed settlement offers on the above properties dependent upon receipt of a signed settlement agreement from the taxpayer. SECONDED BY Daniel Gagnon. MOTION CARRIED. Appointments: None. 1 of 2 Staff Items: Mr. Daniel Gagnon commented on the new GIS mapping system saying it was difficult to find certain features but he thinks he is going to have to use it more to become familiar. Mr. Marino said he knows it is a little different than the previous version but there are more functions and it is more current. The previous viewer was written to use Adobe Flash and that is not supported by HTML5 but this is. He said this system can be accessed on a tablet, an IPad and you can even get it on your phone, although it is a smaller screen being used to view it. It has some different functions. It is a little harder to search by account number. You have to go into advance search and then select the button for account number search. Mr. Gagnon asked if all the various years of aerial images that were available on the previous GIS mapping system are available on this and Mr. Marino said yes and to access the various years’ aerial images go to the bottom of the screen to the base map slider and hit the arrow pointing to the left. It will open up that slider and you can scroll to the right to get the different maps. Last week he was able to put 2015 aerials on there.
