Minutes of the Board of Assessors Meeting of January 21, 2016 A meeting of the Board of Assessors was held on Thursday, January 21, 2016 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Dominic D’Antoni. Members Present: Dominic D’Antoni Daniel Gagnon Robert Earley Assessing Staff Present: Angelo Marino Doug Dame Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on January 7, 2016 were approved. Abatement Requests Presented: In a BTLA decision on a 2012 and 2013 appeal for the property located at 281 Daniel Webster Highway, it was specified that “Until the City undergoes a general reassessment or in good faith reappraises the property pursuant to RSA 75:8, the City shall use the ordered 2013 assessment ($3,984,000) for subsequent years.” There is an appeal pending on this property for the 2014 tax year with the BTLA. Since the City did not undergo a general reassessment in 2014 and since the property was not reappraised, the assessment was not changed from 2013. Based on this decision, the City must use the ordered 2013 assessment for the tax year 2014 as well. A settlement agreement has been sent to the taxpayer for this 2014 appeal, using this ordered assessment with the 2014 equalization ratio applied. Should the agreement not be signed, the assessment will be lowered as stated in this BTLA Decision. After some discussion the following motion was made: 1 of 2 MOTION BY Robert Earley to approve the proposed settlement offer on 281 Daniel Webster Highway (Map A/Lot 975) dependent upon receipt of the signed settlement agreement from the taxpayer. If no signed settlement agreement is received from the taxpayer, the 2014 assessment will be lowered to the ordered $3,984,000 without that year’s ratio applied. SECONDED BY Daniel Gagnon.
