Minutes of the Board of Assessors Meeting of March 3, 2016 A meeting of the Board of Assessors was held on Thursday, March 3, 2016 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Dominic D’Antoni. Members Present: Dominic D’Antoni Daniel Gagnon Robert Earley Assessing Staff Present: Angelo Marino Louise Brown Gary Turgiss Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on February 18, 2016 were approved. Abatement Requests Presented: A complete list is available in the Assessor’s Office. Regarding the abatement on 58 Caldwell Road which Residential Appraiser Gary Turgiss is recommending an adjustment in the assessment due to the poor condition of the property. Mr. Robert Earley asked if there will be follow-up to update the assessment after the work is completed and Mr. Turgiss answered he has it flagged and intends to check on it and update the assessment each year with any work that has been done. Appointments: None. Staff Items: The 2016 list of properties that have applied for the “Residential in Commercial” assessment was signed by each member present. This will be kept on file in the Assessing Department. 1 of 2 The members received paperwork filed for a religious exemption on the property located at 105 Lock Street by the Heritage Baptist Church. As of 4/1/16 the property will not be used for religious purposes because the building suffered extensive damage due to a fire and is currently under repair. According to Pastor Larry Hileman of the Heritage Baptist Church, the repairs are intended to be completed and religious services resumed in the building within a few months but not before 4/1/16. Chief Assessor Angelo Marino is recommending approval on the basis of a 2013 Board of Tax and Land Appeals decision (University of New Hampshire School of Law v. City of Concord, Docket No. 26400-11EX) which states if the property was predominantly exempt prior to the construction and is intended to be 100% exempt after the construction is complete, indicating a continuing use of the Property for exempt purposes, then the exemption should be granted. After a brief discussion, the members made the following motion: MOTION BY Robert Earley to approve the religious exemption for the 2016 tax year for the property located at 105 Lock Street and owned by Heritage Baptist Church, as the property meets the criteria set forth in RSA 72:23-III.
