Minutes of the Board of Assessors Meeting of June 2, 2016 A meeting of the Board of Assessors was held on Thursday, June 2, 2016 in Room 208, 2nd floor of City Hall. The meeting was called to order at 8:15 AM by Chair Dominic D’Antoni. Members Present: Dominic D’Antoni Daniel Gagnon Robert Earley Assessing Staff Present: Jon Duhamel Doug Dame Gary Turgiss Louise Brown Cheryl Walley Minutes of the Meeting: The minutes for the meeting held on May 19, 2016 were approved. Abatement Requests Presented: A complete list is available in the Assessor’s Office. Staff Items: Louise Brown, Supervisor of Assessing Administration, referred the members to letters they received from three solar exemption applicants who filed their application for the 2016 tax year after the statutory deadline of April 15, 2016. The first is for the property located at 3 Glasgow Road. The owners are asking for the late filing to be excused due to “accident, mistake or misfortune” and the letter states the reason for their late filing. After a brief discussion the following motion was made: MOTION BY Robert Earley to accept the late filing of this solar exemption application as the reason it was filed after the statutory deadline of April 15, 2016 is due to “accident, mistake or misfortune” as allowed by RSA 72:33 (paragraph I-a). SECONDED BY Daniel Gagnon. MOTION CARRIED. The second is for the property located at 16 Torrey Road. The owners are asking for the late filing to be excused due to “accident, mistake or misfortune” and the letter states the reason for their late filing. After a brief discussion the following motion was made: 1 of 2 MOTION BY Robert Earley to accept the late filing of this solar exemption application as the reason it was filed after the statutory deadline of April 15, 2016 is due to “accident, mistake or misfortune” as allowed by RSA 72:33 (paragraph I-a). SECONDED BY Daniel Gagnon. MOTION CARRIED. The third is for the property located at 34 Paul Avenue. The owners are asking for the late filing to be excused due to “accident, mistake or misfortune” and the letter states the reason for their late filing. After a brief discussion the following motion was made: MOTION BY Robert Earley to accept the late filing of this solar exemption application as the reason it was filed after the statutory deadline of April 15, 2016 is due to “accident, mistake or misfortune” as allowed by RSA 72:33 (paragraph I-a). SECONDED BY Daniel Gagnon. MOTION CARRIED. The members were reminded that the next meeting is scheduled for the fifth Thursday in June to allow as many abatements as possible to be processed before the July 1st ‘deemed denied’ date. They were advised there will be two mailings for the next meeting to give them as much time as possible to review the paperwork of the abatements coming before them. The first mailing will be on June 17th, two weeks before the meeting and the second mailing will be the following Friday, June 24th, one week before the meeting. Both sets of material will be for the meeting scheduled for Thursday, June 30th, 2016. There are approximately 45 abatements left to process for tax year 2015. It was also mentioned the 2016 listing of charitable, educational and religious abatements will be ready for their signature. MOTION BY Robert Earley to adjourn at 8:25 AM SECONDED BY Daniel Gagnon.
