MINUTES Board of Registrars’ Meeting October 31, 2014 City Hall, Room 208 Present: Kathryn Fogal, and Carol Cordero. Also present: City Clerk Paul R. Bergeron 1. K. Fogal, Chair, called the meeting to order at 10:15 a.m. 2. C. Coredro moved to accept the minutes of Board of Registrars’ meeting of September 5, 2014. Seconded by K. Fogal. Motion passed. 3. C. Cordero moved to accept the deletions, additions and corrections to the checklist since the last meeting of the Board of Registrars. Seconded by K. Fogal. Motion passed. 4. C. Cordero moved to certify the checklist that will be used at the November 4, 2014, State General Election. Seconded by P. Lucier. Motion passed. 5. C. Cordero moved to appoint the following individuals to serve as Deputy Registrars during the September 9, 2014 election: WARD 1 WARD 4 ROSEMARY FIERY SHIRLEY WILSON MARGARET FREY JANETH OROZCO SANCHEZ GREG POSTON PATRICIA ST ONGE IRENE VANTINE WARD 5 WARD 2 LINDA (LYNN) SCHIMEL CAROLE GAFFNEY VICKI MEAGHER WILLIAM GAFFNEY JOSEPH MARSHALL PATRICIA GRINLEY WARD 6 WARD 3 SUSAN WAYE DIANA LYTLE JEAN ROTH JOAN CONNACHER FLEURETTE (FLO) RIOUX THERESA VIGGIANO WARD 7 JEANNINE GAGNON MARY LAFAVE CAROL RIOUX 1 WARD 9 WARD 8 PATRICIA LUCIER HOLLY PARKER DHINGRA BEATRICE DILLABY MEGHAN BRADY SYLVIA LAVOIE RALPH REGUCCI Motion seconded by K. Fogal. Motion passed. Discussion followed relative to the wards and times that the Registrars might be able to provide assistance. Registrars would have a conversation with staff to determine hours. (Following adjournment, C. Cordero agreed to assist in Ward 4 from 11:30 am – 6:00 pm and K. Fogal agreed to assist in Ward 2 from 12:30 pm to 8:00 pm.) 6. Other business. a. The City Clerk reported that 1,235 voters were purged from the Ward 1, 3 and 5 voter checklists. These were voters for whom we received notification that they had moved out of the city. Approximately 900 other voters had moved, but to locations within the city. These voters were not removed from the checklist. b. At its previous meeting, the Board of Registrars had requested that the City Clerk bring information to this meeting relative to the process of conducting a checklist purge in the other six wards. That City Clerk provided a copy of state law and outlined the process followed during the state-mandated checklist purge in 2011. Discussion followed. The Registrars agreed that the preferred time to conduct a citywide checklist purge would be after the 2016 Presidential Election so that there would have been at least five elections held following the 2012 Presidential Election. Those voters who had not cast a ballot in any election since the 2012 State General Election would be contacted. The Registrars also agreed that these voters should have various methods of providing notice to the Clerk’s Office that they were entitled to remain on the checklist, for example: by phone, email, letter, or a personal appearance. The purge should begin no later than early April so that it would be concluded prior to the state filing period in early June. 7. There being no further business, C. Cordero moved to adjourn. The Chair adjourned the meeting at 10:40 am. 2
