The City of Nashua initiated a harvesting program during the 2011 season. Aquatic Control Technology (ACT) was contracted for the project which was completed during in August and early September 2011, following issuance of the NHDBS Wetlands Permit (#2011-01673) on August 3"1. Details of the 2011 harvesting effort were provided in the project completion report dated October 4,2011. In summary, 25 harvester operating days were needed to clear approximately 14 acres of dense water chestnut growth from the Nashua River. Over 500 tons (wet weight) of water chestnut were removed. Due to the late start date and the amount of biomass to be removed, ACT added a second harvester. The City of Nashua handled all of the shore based disposal operations for the 2011 project. Based on our extensive water chestnut harvesting experience in other New England water bodies, usually 3-4 consecutive years of "complete" harvests before seed drop occurs are needed before significant reductions in the amount of water chestnut regrowth are realized. If the same approach and timing of the harvesting work were to be used in 2012, we would expect that a similar harvesting effort will be required to remove the majority of the water chestnut plants prior to seed drop. As an alternative, we are recommending a two-cutting approach be used in 2012. This would involve harvesting the entire 14-acre infestation early in the growing season, probably in mid-late June; then a second cutting would be performed, probably between late July and August. Immature water chestnut plants will be harvested using this two-cutting approach, which should greatly reduce the amount of biomass that is being removed from the river. This will reduce the project duration, reduce the project cost, and should allow for more recreational use of the river during the summer months. SCOPE OF SERVICES Permitting: The NHDES Wetlands Permit (#2011-01673) was issued for a five-year period and has an expiration date of 08/03/2016. There are some basic annual notification requirements; otherwise, no additional permitting with DES should be required for the 2012 harvesting effort. The City should check with the Conservation Commission about the requirement for any local approvals. Harvesting ACT will provide one harvester and experience operator for duration of the project. We are planning to use our HI0-400 unit, but have several other units that could be made available in the event of changing conditions, equipment malfunction, etc. ACT will mobilize the harvester to and from the Nashua River. C O S T AND PAYMENT S C H E D U L E The total cost of the 2012 mechanical harvesting program, broken down by task, is listed below. We understand that the treatment program is subject to funding approval by the City. In order to secure preferential scheduling of the equipment, we would ask that a signed copy of this proposal and/or Purchase Order be provided by January 31,2012. Specific, mutually agreeable date(s) for the first cutting will be scheduled at least one-week prior to the start of work.
