Nashua Business and Industrial Development Authority Meeting Minutes October 18, 2013 1. Call to Order and Welcome The regular meeting of the Nashua Business and Industrial Development Authority was called to order at 8:23 a.m. on October 18, 2013 in Room 208, Nashua City Hall by Chairman Jack Tulley. Present: Chairman Jack Tulley, Mayor Donnalee Lozeau, Brad Vear, Mark Prolman, Heath Gaffney, John Stabile, David Fredette, Jason Haviland, Camille Pattison, Carl Andrade Absent: Alderman Brian McCarthy, Vice-Chairman Don Zizzi, David Denehy Other Attendees: Tom Galligani, George Durante, Alderman Barbara Pressly 2. Approval of Meeting Minutes from August 22, 2013 MOTION TO APPROVE THE MINUTES FROM THE AUGUST 22, 2013 MEETING MADE BY B VEAR. MOTION WAS SECONDED BY D LOZEAU AND APPROVED UNANIMOUSLY. 3. Bridge Street Project Update: o Renaissance Downtowns Status Report T Galligani stated that the City and Renaissance are working together to create a master schedule for the project. The biggest impediment to the project moving forward is the basin. Building C from the attached site plan document would not be able to be constructed until a solution was arrived at with the Army Corps of Engineers. T Galligani also informed the Committee that the City met with the Army Corps prior to the federal government shutdown. The meeting confirmed that the process to remove the basin from the levy system would take between six months to two years in order to receive approval from Washington. It was recommended that the City not transfer the title of the basin to anyone else because the issue would then become an act of Congress. The goal is to put a package together for the Army Corps that separates the basin from the levy system. Three options have been looked at in a consulting study to achieve this. D Lozeau commented that the city has considered moving a pump house to the new roundabout in order to render the basin obsolete. T Galligani stated that more studies were necessary in order to determine a final solution. D Lozeau recapped that the meeting between the Army Corps and the City was productive and the primary takeaway was that a resolution may be achieved without going to Washington. o Appraisal RFP Reissuance: Update T Galligani reported that there is an effort to collectively view the project’s pro forma and get on the same page before conducting the appraisal. J Haviland asked if an appraiser had been selected. T Galligani responded that an appraiser has been selected and it is John Crafts, one of the most experienced appraisers in New Hampshire. He added that Renaissance will be using an independent appraiser. B Vear asked when the pro forma would be delivered. T Galligani responded that it is expected in two weeks. J Stabile explained that the appraisal is in its very early stages and that this site is atypical of Renaissance’s normal development portfolio, but they are committed. J Stabile recommended that a specialist who deals with this type of housing development be brought in to aid in determining the methodology of the appraisal. D Lozeau stated that the end goal for this project is to get enough funds to continue work on future projects in the neighborhood. C Andrade added that the project would produce significant funds to the City if the 152 units were completed. A discussion ensued regarding the line items of the Renaissance budget and areas where costs may be saved. J Tulley raised concerns about the boat ramp showing up on the latest site plan again. T Galligani offered to speak to Renaissance about that, but did not feel that it was still included in the actual site plan. This is primarily because the permitting is difficult and the location is not ideal since it is at the confluence of the Nashua and Merrimack Rivers. o CSO Project Status T Galligani presented pictures of the CSO construction taken on the previous Friday and reported that the current schedule indicates that the project will be completed by December 2014. Methuen Construction is working on the project. o Skatepark Relocation Update T Galligani told the Committee that as of now the site for the new skatepark has been identified as 44 Broad Street. Concerns have been raised by the neighbors, which are primarily businesses. T Galligani and members of the Skateboard Committee have been meeting with neighbors on an individual basis prior to a more public meeting. The skateboarders continue to put together a wish list for the park and the goal is to have it completed in one year. D Lozeau stated that $475,000 has been put aside for the project and the hope is to finish the new skateboard park before the old one is removed, but this will depend on the level of site contamination. J Stabile commented that the site has value from a real estate perspective and questioned why the site could not be sold with the proceeds going to fund the new skatepark. D Lozeau responded that this was not possible because by the time the Broad Street Parkway is completed, the parcel size is not large enough to accommodate retail. The City examined this as an option and if the parcel remained unaltered without the new road passing through, then retail would be viable. In addition, D Lozeau stated the preference of this site for its high visibility. 4. East Hollis Street / Crown Street o Roundabout Status Update T Galligani announced the creation of an internal project team to deal with the roundabout as well as the pending release of an RFP. However, the RFP release is taking longer than originally anticipated due to the expansion of the scope of the project to include storm water control. It is critical that coordination continues with the Department of Transportation so that all parties involved remain informed of the latest news of the project. T Galligani also added that DOT is going to fully fund this project, which is estimated to cost $2.5 million. o East Hollis Street Area Planning Update B Vear raised the possibility of installing a rowing center instead of a boat dock and cited Lowell’s use of the Merrimack River as an example. D Lozeau suggested that the City perhaps put a group together to examine the potential of the rivers. T Galligani reported the working group has met and continues to compile maps and data for the neighborhood. 5. Old Business J Tulley inquired about the status of the Aponovich property. D Fredette responded that they still owe back taxes. 6. Next Meeting Date MOTION TO ADJOURN BY J TULLEY. MOTION SECONDED BY B VEAR AND APPROVED UNANIMOUSLY.
