Nashua Business and Industrial Development Authority Meeting Minutes March 18, 2016 1. Call to Order and Welcome The regular meeting of the Nashua Business and Industrial Development Authority was called to order at 8:16 a.m. on March 18, 2016 in City Hall Conference Room 208, by Chairman Jack Tulley. Present: Chairman Jack Tulley, Heath Gaffney, David Denehy (via speakerphone), Jason Haviland, Brian McCarthy, Camille Pattison, Lydia Foley, Brad Vear, John Stabile, David Fredette, Mayor Donchess and Carl Andrade. Staff present: Sarah Marchant (Community Development Director) and Nina Stylianos (Community Development Executive Assistant). 2. Approval of Meeting Minutes from February 19, 2016 No minutes were recorded for February 19, 2016. 3. Bridge Street Project Update S Marchant: Working to finalize all conditions of site plan and subdivision approval. Largest incomplete requirement at this point is the Army Corp of Engineers 408 Permit. The Consultant is working with DPW to create a final draft for submission to the Army Corp. It will be approximately 3 months before a potential permit approval. Someone in Kelly Ayotte’s office will help expedite Army Corp process. 4. 25 Crown Street Project Update S Marchant: Toll credits were approved by NH DOT in late February. This is a high priority project that must be moved forward this year or the City could be required to reimburse the State/Federal government. The project will go out to bid the end of August 2016. 5. Downtown Specialist and miscellaneous updates Mayor Donchess: James Vayo joined the city on March 7th as the new Downtown Specialist. Jame’s main focus will be downtown stimulation and making things happen over time. BIDA can help in that effort. FHW and NHDOT are proving to be difficult negotiations regarding remainder parcels with the Broad Street Parkway. The city is working to decide what to do with NIMCO space, High Street redevelopment and Walnut Street oval. The latter which may require configuring some streets, including Pearl Street to weave into block pattern. J Tulley: BIDA would be delighted to be a sounding board for large projects. 1 The Mayor’s Institute on City Design report coming the end of March. 6.
