Mayor Lozeau called the meeting to order at 3:05 P.M.
Treasurer Fredette moved to accept the minutes of the 11/16/10 meeting – motion passed.
Request from CERF - Police Department 2012
a. A motion was made by Treasurer Fredette to approve the request to transfer available CERF funds in
the amount of approximately $27,287 to replace a 2004 Chevrolet Impala unit D-31. The
Police will be purchasing a 2011 Chevrolet Caprice Cruiser, with heavy duty police package,
full-size, four-door sedan. The 2004 vehicle will be traded in. The vehicle price is directly
from the State Bid from MacMulkin Chevrolet. The price is $25,955 plus $2,950 for the
extended warranty GMPP Majorguard - $0 deductible, 36 months/100,000 miles less $1,800
for trade and the motion passed.
It was discussed and noted this is not an additional vehicle to the fleet. In addition to being a
replacement vehicle for their existing fleet inventory, the police are interested in purchasing the
vehicle for test and evaluation in preparation for the replacement of the police fleet with a new
model police vehicle as a result of the discontinuation of the police model Ford Crown Victoria
in FY 2012.
Request from CERF - Street Department 2012
a) A motion was made by Treasurer Fredette to approve the request to transfer approximately $220,500
to replace a 1995 Steel Track Excavator with 8,500 hours, vehicle number is 50. It was
explained the excavator is in need of major repair to the track and turntable. Due to excessive
hydraulic issues it can no longer be used for a primary excavator for sewer replacement. The
Replacement vehicle will be similar in kind. The motion passed.
b) A motion was made by Treasurer Fredette to approve the request to transfer approximately $126,788
to replace a 1994 6-wheel dump truck with 97,000 miles, truck number is 515. It was
discussed that the age of the truck along with the extensive rust and rot on the body and frame
reflects need for replacement. The Replacement vehicle will be similar in kind. The motion
passed.
c) A motion was made by Treasurer Fredette to approve the request to transfer available CERF funds in
the amount of approximately $55,125 to replace a 2000 4 x 4 pick-up with 90,000 miles, truck
number is 74. It was discussed the current truck has extensive frame rot and cylinder problem
in the engine. The replacement vehicles will be a 1–ton truck, which is a more versatile piece
of equipment. Replacement will be a 2011 Ford F550 Dump Truck (CNG) Cost $79,417.
Energy Grant funding of $24,000 is available for CNG upgrade.
Requests from CERF – Park Recreation Department 2012
a) A motion was made by Treasurer Fredette to approve the request to transfer available CERF funds in
the amount of approximately $126,788 to replace a 1999 Dump Truck with plow, wing and
sander with 50,781 miles, truck number is 527. Park and Recreation plans to purchase a 2011
Ford F550 Stake Body Truck. The vehicle will be equipped with a 6.8L V10 CNG engine.
The Ford F550 will be more versatile in all aspects of property maintenance care particularly
plowing and sanding. Replacement vehicle 2011 Ford F550 Stake Body Truck (CNG) at a
cost of $82,213. Energy Grant funding of $24,000 will be available for CNG upgrade. A
brief discussion on CNG by the Mayor took place. The motion passed.
b) A motion was made by Treasurer Fredette to approve the request to transfer available CERF funds in
the amount of approximately $33,075 to replace a 2003 ¾ ton 4 x 4 truck with plow with
89,540 miles, truck number is 615. It was discussed the needs of the vehicle being extensive
cab and frame repairs due to the yearly use for winter operations. Replacement will be a
2011 Ford F350 CNG Pick-up. New vehicle will be used year-round. Use will include
pulling grass crew trailers for property maintenance and winter operations of snow plowing
six inner city routes, as well as, 14 elementary schools that Parks & Recreation are
responsible for. Replacement vehicle will be a 2011 Ford F350 CNG pick up cost of
$47,721.00. Energy Grant funding of $14,900 is available for CNG upgrade. The motion
passed.
c) A motion was made by Treasurer Fredette to approve the request to transfer available CERF funds in
the amount of approximately $33,075 to replace a 2001 ¾ ton 4 x 4 truck with plow with
84,455 miles, truck number is 536. The vehicle needs extensive cab and frame repairs due to
the yearly use for winter operations. Replacement will be a 2011 Ford F350 CNG Pick-up.
New vehicle will be used year-round. Use will include pulling grass crew trailers for
property maintenance and winter operations of snow plowing six inner city routes, as well as,
14 elementary schools that Parks & Recreation are responsible for. Replacement vehicle will
be a 2011 Ford F350 CNG pick up cost of $47,721.00. Energy Grant funding of $14,900 is
available for CNG upgrade. The motion passed.
Requests from CERF – Solid Waste (Landfill) Department 2012
a) A motion was made by Treasurer Fredette to approve the request to transfer available CERF
funds in the amount of approximately $229,315 to replace a 1999 packer refuse truck with
53,101 miles, truck number is 182. This vehicle is currently on the FY12 replacement
schedule. It was explained this vehicle is in need of replacement due to the age of the
truck, extensive rust and rot on the body and frame as well as significant engine
problems. The replacement will be a CNG Automated Refuse Collection Truck.
Vehicle cost $246,125 - Energy Grant funding of $54,744 is available for CNG
upgrade. The motion passed.
b) A motion was made by Treasurer Fredette to approve the request to transfer available
CERF funds in the amount of approximately $312,375 to replace a 2003 automated
refuse truck with 71,878 miles, truck number is 78. This vehicle is currently on the
FY12 replacement schedule. The vehicle is in need of replacement to due to the age of
the truck, extensive rust and rot on the body and frame as well as significant engine
problems. The replacement will be a CNG Rear Load Refuse Collection Truck.
Vehicle cost $272,442 - Energy Grant funding of $31,867 is available for CNG
upgrade.
c) A motion was made by Treasurer Fredette to approve the request to transfer available
CERF funds in the amount of approximately $231,525 to replace a 1999 front load
truck with 100,146 miles, truck number is 77. This vehicle is currently on the FY12
replacement schedule. It was discussed the vehicle is in need of replacement to due to
the age of the truck, extensive rust and rot on the body and frame. The replacement
will be a CNG Front Load Refuse Collection Truck. Vehicle cost $276,453 - Energy
Grant funding of $25,000 is available for CNG upgrade.
The trustees discussed the CERF balance summary report and the need to internal update the CERF
rules and regulations.

Requests from CERF – Police Department 2012
The FY2012 Police Department budget for CERF replacements includes the purchase of the
following vehicles and equipment.
a) Request to transfer available CERF funds in the amount of approximately $27,287 to replace
a 2004 Chevrolet Impala unit D-31. The Police will be purchasing a 2011 Chevrolet Caprice
Cruiser, with heavy duty police package, full-size, four-door sedan. The 2004 vehicle will be
traded in. The vehicle price is directly from the State Bid from MacMulkin Chevrolet. The

This is not an additional vehicle to the fleet. In addition to being a replacement vehicle for our
existing fleet inventory, the police are interested in purchasing the vehicle for test and evaluation in
preparation for the replacement of the police fleet with a new model police vehicle as a result of the
discontinuation of the police model Ford Crown Victoria in FY 2012.

the following vehicles and equipment.
a) Request to transfer available CERF funds in the amount of approximately $126,788 to

527. Park and Recreation plans to purchase a 2011 Ford F550 Stake Body Truck. The

replacement due to the age of the truck, extensive rust and rot on the body and frame
as well as significant engine problems. The replacement will be a CNG Rear Load
Refuse Collection Truck. Vehicle cost $272,442 - Energy Grant funding of $31,867 is
available for CNG upgrade
b) Request to transfer available CERF funds in the amount of approximately $312,375
