CAPITAL EQUIPMENT RESERVE FUND (CERF) MEETING MINUTES For the meeting of May 5, 2014 Members Present: Mayor Donnalee Lozeau Alderman David W. Deane, President BOA David Fredette, Treasurer/Tax Collector Members Absent: Non-Members Present: John Griffin, CFO Karen Smith, Business Mgr. Police Dept. Capt. Scott Hammond, Police Dept. . Mayor Lozeau called the meeting to order at 3:32 P.M. Mayor Lozeau moved to accept the minutes of the December 19, 2103 meeting – motion passed. The CERF request were reviewed and discussed as listed. Requests from CERF – Police Department 2012, 2013, 2014 Treasurer Fredette moved and seconded by Mayor Lozeau to approve the request from the Police Department to replace four (4) vehicles that were part of the planned replacement schedule and transfer available CERF funds in the amount of approximately $82,256 to replace the vehicles as listed below. Vehicles will be replaced with four (4) 2014 Chevrolet Impala Police Package (unmarked) under State of NH contract #8001489 to be purchased from MacMulkin Chevrolet, Nashua, NH in the amount of $21,564 each less the following trades: Total price after trades per vehicle is $20,564. Trades were also discussed and reviewed. 1. Deputy's 2003 Buick LeSabre VIN# 1G4HP52K73U239631, having mileage as of 3/16/14 of 93,729, and listed on the FY2013 CERF replacement schedule. This vehicle has rust issues due to the age of the vehicle. Trade value is $1,000. 2. Domestic Violence Unit 2005 Chevy Impala VIN# 2G1WF55KX59378056, having mileage as of 9/20/2013 of 105,976 and on the CERF schedule for replacement since FY2012. There will be no trade for this vehicle as the vehicle was totaled. H ow ev e r, the department will be trading in the K9 training vehicle, a 2002 Chevrolet Tahoe. This v e h i c l e w a s retained in an effort to have an extra vehicle for use with K9 training transportation; however, this vehicle requires costly repairs in excess of $11,000. Trade value is $500. 3. School Resource Officer 2000 Chevy Impala VIN# 2G1WF55K7Y9303805, having mileage as of 3/13 of 87,135. This vehicle is currently out of service due to rust issues and would not pass state inspection. Trade value is $500. 4. S c h o o l R e s o u r c e O f f i c e r 2004 Chevrolet Impala VIN# 2G1WF55K249317119, having mileage as of 3/16/14 of 96,118. This vehicle is part of the FY2014 replacement schedule. Trade value is $1,200. 5. Trade a 2002 Chevrolet Blazer Parking Enforcement vehicle. This vehicle is slated for replacement later this year. The department is looking into the replacement of two parking enforcement vehicles in the coming months. One of those will be traded to MacMulkin for $800, as there were no other interested vendors in this vehicle. This trade will be used to offset the purchase of the four Impalas. (trade will be at a later date) Motion to Adjourn A motion was made by Treasurer Fredette to adjourn the meeting at 3:55 P.M. The motion passed.

CERF Balance Update: Currently the CERF account has $2,548,061. After the approvals for this meeting the balance will be approximately $2,465,805. STANDARD REQUESTS Requests from CERF – Police Department 2012, 2013, 2014 I. The Police Department is requesting to replace four (4) vehicles that are part of the planned replacement schedule.
