REPORT OF THE FINANCE COMMITTEE FEBRUARY 19, 2013 A meeting of the Finance Committee was held on Wednesday, February 19, 2013 at 7:50 p.m. in the Aldermanic Chamber. Mayor Donnalee Lozeau, Chair, presided. Members of the Committee present: Alderman-at-Large Lori Wilshire, Vice Chair Alderman-at-Large David W. Deane Alderman-at-Large Barbara Pressly Alderman June M. Caron Alderman Arthur T. Craffey, Jr. Alderman Paul M. Chasse, Jr. PUBLIC COMMENT COMMUNICATIONS – None UNFINISHED BUSINESS - None NEW BUSINESS – None DISCUSSION Alderman Deane I had sent Mr. Griffin an inquiry about the payroll. I never heard back. Mayor Lozeau I understand that there were two questions. I think Mr. Griffin did respond. Alderman Deane Did he send me an answer? Mayor Lozeau Mr. Griffin, did you send an answer? No, he hadn’t sent it. I’m sorry. Alderman Deane Alright, thank you. Mayor Lozeau I can answer them if you’d like, Alderman Deane. Alderman Deane Please do. Finance – 02/19/13 Page 2 Mayor Lozeau The first question I believe you asked was a payroll question as it related to legal counsel. Alderman Deane Right. Mayor Lozeau That’s paid for Attorney McNamee. The second question you asked I think was about adding up the funds, the numbers under Alderman Deane The different employees that are funded out of different areas. Mayor Lozeau You add them together, that’s the total. I think you had asked that question. Is that correct? Alderman Deane Attorney McNamee, is he on disability or is he on.. Mayor Lozeau The money that’s being paid to Attorney McNamee is sick bank money. Alderman Deane That’s all going to sick bank? Mayor Lozeau It’s coming from sick bank. Alderman Deane So the budgeted amount in that line at the end of the year is going to be? Mayor Lozeau Minus the sick bank dollars. Alderman Deane Thank you. Mayor Lozeau Mr. Griffin, could you make sure that you send the response to Alderman Deane so he has that. Thank you. Finance – 02/19/13 Page 3 RECORD OF EXPENDITURES MOTION BY ALDERMAN CRAFFEY THAT THE FINANCE COMMITTEE HAS COMPLIED WITH THE CITY CHARTER AND ORDINANCES PERTAINING TO THE RECORD OF EXPENDITURES FOR THE PERIOD FEBRUARY 1, 2013 TO FEBRUARY 14, 2013 ON THE QUESTION Alderman Craffey It took me a long time to go through that whole Record of Expenditures this time. I go through and do a Control F and look for certain things. It took me awhile to go through it this time. It was just longer. It’s larger so looking through some things, just took me a little longer. It’s larger. Alderman Deane I like the format. Alderman Craffey I do like the format, it just took me a little bit longer. Alderman Deane I didn’t like what some of the money was spent on, but I thought the formatting was Alderman Craffey I do like the format. Mayor Lozeau Instead of by check number, we did it by department in the order of the budget. The same with the payroll. Alderman Craffey I found it easier, just different from what we had been looking at. It just took a little bit longer this time. Mayor Lozeau We were trying to replicate what you used to get in the warrant as close as we could. As soon as Mrs. Evans was able to get things squared away with the payroll report then she was able to look at formatting it in a way that was meant to give you an easier time finding account numbers. Let’s hope that we get used to it. Alderman Craffey I do like the format. We had it this way for so long and now all of a sudden, we have it this way. It just took me a little bit by surprise, a little bit though. That’s all.
