REPORT OF THE FINANCE COMMITTEE MARCH 4, 2015 A meeting of the Finance Committee was held on Wednesday, March 4, 2015, at 7:05 p.m. in the Aldermanic Chamber. Mayor Donnalee Lozeau, Chair, presided. FUNDS ARE AVAILABLE IN DEPARTMENT 166, PARKING LOTS; CITY BUILDINGS BOND ON THE QUESTION Alderman Donchess Could someone explain in a little bit more detail than we have what is happening. It’s hard to gather it from the different documents. Mayor Lozeau You likely recall that we went through a presentation with LighTec about the fire station, police station and the two garages. As they have been working, two things have come up. One is this first change which is to actually add more light to the entry points, entry/exit places in the garages. That’s four locations to just brighten it up so that when people are paying their money or coming and going they feel like they are walking into something that’s better lit. That was one, and the staff recommended it and we supported it. The second one was something that we didn’t know there was a problem with. All of the stairwells in both of the garages do not have up to code emergency lighting with the backup batteries. This is to correct that. In addition, one of the things that we asked them to do is to have them work on motion sensors in the stairwells which actually is another nice safety feature, particularly let’s say it’s late at night and the police are driving by and they see the lights go on. They would know that people are in the stairwells, that sort of thing. Those are the two changes. Alderman Donchess To what extent to you think people do not use the garages because they are concerned about safety within the garage. Mayor Lozeau I think it’s probably greater than I’d like it to be. We had discussions over the years about the garages and how much light there is and what areas may have shadows and that sort of thing. I think it really is a perception thing. When you look back at any of the crime that we’ve had in the garages, we really haven’t had any. A few cars have been broken into but that’s actually during the day. You can tell it’s usually kids looking for money. They empty the change out of different places, that sort of thing like we’ve seen in the city in neighborhoods. We have not had assaults in the garage, any of those things. I think people downtown when it’s dark at night and alone are heading into the garage, I think it’s just how people feel. Lighting them up we thought would be a way to promote that are garages are safe. The entry and exit points are particularly important so that they really kind of standout to people where they are and to be able Finance – 03/04/15 Page 4 to see people going in and going out. We also think it will help with the cameras that are going in. That work should be done in the next 30 days or so. Then we’re going to really try to do some promotions around the garages to call people’s attention to them. MOTION CARRIED From: John L. SOURCE OF FUNDING IS DEPARTMENT 177, PARKS & RECREATION; GENERAL FUND OPERATING BUDGET; 55, OTHER PURCHASED SERVICES ON THE QUESTION Mayor Lozeau This is the last year of a three-year contract. Just in case Alderman Caron is listening, Superintendent Caggiano said to let her know that one of the things they guaranteed for the fireworks was 1,625 shells would go off. June always used a counter. Superintendent said to let her know that there were seven extra shots he counted last year. If she’s at home watching, I hope she gets a kick out of that. Alderman Moriarty Both those, can you summarize? Finance – 03/04/15 Page 5 Mayor Lozeau This is the fire pump where we have to have annunciator panel put outside and then an internal fire panel that was recommended by the fire department. The other piece is to add stubs to the water main that’s going through, both of which weren’t contemplated in the original work. MOTION CARRIED From: John L.
