REPORT OF THE FINANCE COMMITTEE FEBRUARY 3, 2016 A meeting of the Finance Committee was held on Wednesday, February 3, 2016, at 7:03 p.m. in the Aldermanic Chamber. Mayor Jim Donchess, Chair, presided. Members of the Committee present: Alderman-at-Large Mark S. Cookson, Vice Chair Alderman-at-Large Lori Wilshire Alderman-at-Large Michael B. O’Brien Alderman Benjamin M. Clemons Alderman June M. Caron Alderman Ken Siegel Also in Attendance: Mr. Dan Kooken, Purchasing Manager Mr. David G. Fredette, Treasurer PUBLIC COMMENT - NONE COMMUNICATIONS From: Dan Kooken, Purchasing Manager Re: Purchase of One (1) 2015 SHSP FTIR Spectrometer (Value: $66,500) MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND APPROVE THE PURCHASE FROM THERMO FISHER SCIENTIFIC IN THE AMOUNT OF $66,500. SOURCE OF FUNDING IS DEPARTMENT 152, FIRE; 71, EQUIPMENT; 2015 HSGP COMPETITIVE GRANT ON THE QUESTION Alderman Wilshire Do we currently have a spectrometer like this? Mr. Kooken We do not. We have a spectrometer that measure about 60% of the chemicals that are out in the field. This one will measure almost the other 40%; it’s probably about a 99% combination of the two devices. MOTION CARRIED From: Dan Kooken, Purchasing Manager Re: Change Order #2 Soil Wall – Landfill (Value: $164,340) MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND AUTHORIZE CHANGE ORDER #2 TO THE CONTRACT WITH NORTHEAST EARTH MECHANICS, INC. IN THE AMOUNT OF $164,340. FUNDS ARE AVAILABLE IN DEPARTMENT 168, SOLID WASTE; 81, CAPITAL IMPROVEMENTS; SOIL WALL Finance Committee – 02/03/16 Page 2 ON THE QUESTION Alderman Siegel I just wanted to say for the record that this is required by law so this is not an optional purchase. Mayor Donchess This was reviewed and approved by the Board of Public Works at their last meeting and this concerns the extension of the wall that separates the active landfill from the buffer area and the neighborhood. MOTION CARRIED From: Dan Kooken, Purchasing Manager Re: Change Order #2 – Boiler Repair (Value: $16,939) MOTION BY ALDERMAN SIEGEL TO ACCEPT, PLACE ON FILE AND AUTHORIZE CHANGE ORDER #2 TO THE CONTRACT WITH ARMAND E. LEMIRE COMPANY, INC. IN THE AMOUNT OF $16,939. FUNDS ARE AVAILABLE IN DEPARTMENT 169, WASTEWATER; 81, CAPITAL IMPROVEMENTS ON THE QUESTION Alderman Siegel Just to clarify for the public record the reason that this expenditure is being put forth is because in looking at additional work that was done in the piping surrounding boilers were like Swiss cheese and they need to be replaced. It helps to be the liaison to the Board of Public Works on this committee. Alderman Caron Is this the last of the boilers that have to be repaired or is this still the continuation? I know that we have had a lot of structural problems there so I am just wondering. Alderman Siegel I believe that this is the last of the issues. There is heat on in the facilities so we don’t have the same issues that we had last year. It is my understanding that this should be it for that. There may be other things that come up that we see in DPW but I believe this is all for that. MOTION CARRIED UNFINISHED BUSINESS – None NEW BUSINESS – None RECORD OF EXPENDITURES MOTION BY ALDERMAN SIEGEL THAT THE FINANCE COMMITTEE HAS COMPLIED WITH THE CITY CHARTER AND ORDINANCES PERTAINING TO THE RECORD OF EXPENDITURES FOR THE PERIOD JANUARY 15, 2016 TO JANUARY 28, 2016 ON THE QUESTION Treasurer Fredette, I noticed that there was large givebacks to the Flatley Company. I assume that those are real estate tax abatements. They are on the order of about a half of million dollars. Finance Committee – 02/03/16 Page 3 Mr. Fredette I know that they have received some abatements very recently, yes. Alderman Siegel Does this happen every year with them? Mr. Fredette That I can’t answer. Alderman Siegel Okay, thank you. That’s unfortunate.
